The first community is Sitio Paalaban, Barangay Paco in Mankayan, Benguet.
Paalaban is the community nearest the corporate mining operations. The community is located along the side of a mountain, ranging in elevation from 687 masl to 1,030 masl (meters above sea level). It is divided by convention of the community into Upper and Lower Paalaban.
