I've been reading Dr. Leo Tuason's postings and I may say that I am fascinated how he knows a lot of Abra History from the politics to his make believe journey of traversing the great Abra river, to his fascination of the the Presiden'ts fish - Luddong and his ideas about improving health care. I very much appreciate his presence in this site to teach as a lesson or two,

This discussion is not intended to dwell from the past but learn from it so we can move to the future. Take it away Dr. Leo!

masarap tumira sa abra before, we have picnic always in the karayan, until such time that politikos ay naglalaban laban na for the position because they have that ambition to become rich. patayan, nakawan ay patuloy hangang ngayon. na mis ko na ang abra pero wala akong couage to go back habang nasa pwesto at nabubuhay ang mga Luna mamatay nalang ako na hindi ko na mayikman ang ludong, ang palileng at bunog na dati kung hanap buhay.

Yes, Dr. Leo here a chance to learn from you, how Dr. Luis Bersamin govern Abra during his term. And from that maybe his sibling Gov. Takit can hibernate from what he is today and achieve the essence of Good Governance.

"THE DELIVERY OF MEDICAL CARE IN THE PROVINCE OF

ABRA" BY THE SYSTEMS:

1. Electronic Central Health Information Transfer (CHIT) Center
Proposed by: Engr. Eric Bringas

2. Triage Medical Clinics (TMC)
Proposed by: Leo B. Tuason, MD.

Overview of the whole concept:
In the year 2009, I was browsing the internet and I came
across an article written by Mr. Bringas about CHIT
( electricial transmission of Medical Informations ) that
could be implemented in any place in the Philippines.

It was at the same time that I was finishing my idea 'on paper'
of how to improve the medical care of Abra.

What a brilliant idea of Mr. Bringas( CHIT) has proposed, and my own idea of Triage Medical Clinic (TMC), combined together would create a perfect delivery system for Medical Care in the rugged- inaccessible- high lands of Abra.

The CONCEPT revolves around the involvement of ERIC'S 'CHIT' and LEO'S 'TMC'. It would include the building of TMC in strategic locations in the province each TMC is manned by 1 Physician and 1 Nurse ( well trained in Emergengy Procedures and care) . Each TMC has its own COMPUTER/ LAPTOP which can transmit and receive messages... medical informations transmitted to final destination to a DATA BANK at the ABRA MEMORIAL MEDICAL CENTER.

My fellow Abrenians:

When I heard that Gov. Takit had plans of constructing the New

Provincial Hospital, I sent him early last year ( Mar. 2011)

one 'Balikbayan Box' which contained many surgical instruments,

(enough tools to perform operations like.... Gall bladder, Stomach /

Intestine - colon/ female organs/ lungs. Also in the box were two (2)

New Electro-cardiogram (heart- tracing ) machines and Dry-

sterilizers ( I even forewarned him these electrical machines

needs "step-down" transformers to function (from 220 V to 120 V).


I'm disappointed to read about the poor construction quality of the

Hospital and saw one picture of the damaged wall of the new

building which is facing an embankment, indicating an excavation of

the ground to accumudate the building.

I know the area where Gov. Takit selected for the site of the New

Hospital.... this is the area I used to play when I was a youngster

visiting my sister married to the Veterinarian in charged of the Abra

Breeding Station at Calaba.

This area chosen by Gov. Takit is located east ot the Breeding Station

and there is enough FLAT land for the constuction without

excavating the ground... the way the picture has depicted.


I was in Bangued in 2005 when Takit (not yet a Governor) was

supervising the construction of his Commercial Building at the

Ancestral Realstate Property. I met the Architect in- charged of the

the construction. I complemented him and Takit how well they were

doing the job.

THIS THE IMPORTANCE OF HAVING A KNOWLEDGEABLE PERSON LIKE AN ARCHITECT OR ENGINEER IN -CHARGE OF THE CONSTRUCTION OF A BUILDING.

TO SYSOP:

This is to inform you that the whole concept of the " Delivery

System Of Medical Care for the Province of Abra", an OUTLINE

of it was forwarded to GOV. TAKIT via BALIKBAYAN BOX

(B.B.) sent last year.

My letter of Gov. Takit enclosed in the B. B. was a copy of "Make-

believe Scenario" of a patient who had a GUN-SHOT WOUND

ON THE CHEST being transported from Licuan Triage Medical

Clinic to the Abra Memorial Medical Center. The whole setting

involves the used of Eric's CHIT and several Dr. Leo's TMC

along the course ot the transport of pattient to the Center where

highly specialized Physicians , X-Ray, Cardiologist, Chest

Surgeon who are in "standby" and Doctor Co-Ordinator ( I

proposed Dr. Bringas.. bro of Eric to apply for this position),

monotoring the entire event giving consultation-advise to the

doctor in-charge of the TMC.


I have not received any note from Gov. Takit, so I assume the

B.B./ letter was lost in transit. Or his letter did not reach me

because of faulty address, we changed residence since).


I want to reach Gov. Takit via email but I don't have his email

address.

To Gov. Takit:

If you are listening to the people of Abra in this thread... your

kababayans are asking for a GOOD GOVERNANCE for the

province under your Governorship. Your term as a Governor will

soon be over,

6 years TERM in a High-Government Office is more than enough time

to implement your ideas. Give a chance for deserving- qualified

Abrenians to help the people. It could be the year 2013 as the

the year of TRUE TINGGUIANES intelligent and educated to come

out and lead the people of Abra to greatness.


Remember, GOV. TAKIT, your grandfather Don Longino Bersamin,

was elected twice as Mayor of Bangued, several years interval, in the

late '20 and mid '30.


If Takit decides to serve the people again after several years of

hibernation as ordinary citizen (off govenrment office) then he can

run for high-office (lke Goverrnor or Congressman).. and should

Takit wins, then Abrenians shall have voted to the office a MAN

who can provide them GOOD GOVERNANCE.

I, Dr. Leo and many Abrenians are complimenting you for your

sincere efforts of having a sturdy New Provincial Hospital built that

will lasts for several generations

The AMMC shall ENSHIRNED the memories of many people

(Abrenians or Non-abrenians) who have donated to the AMMC.

Names of Donors shall be ENGRAVED in a BRONZE PLAQUE or

PLATE fastened to the door of the room sponsored by the donating

Family ...furnishings includes one of each... Bed, Over-Bed Table,

Chair, Complete Toilet Facilities.

Fellow Abrenians:

In my previous posting, I said / predicted " the year 2012, is the year

of TRUE TINGGUIANES to come forward to take the rein/

charge of the province of Abra. The rule of TRUE ILOKANS

as leaders of Abra is ending and Gov. Takit could be the last

ILOKAN leader.


Many TRUE TINGGUIANES came forward. Many are educated

Tingguians, lawyer by profession implied desire to take the rule of

much needed leader.

1. ARADO... is a lawyer who according to him has accumulated

enough wealth to remain behind the curtain/ scene and see the

political events to go by not to get involved. But he continue to

criticize the Adm of Gov. Takit.

2. INSTI... the way he articulates his argument on the Website

makes me believe he is a lawyer. He could make a good

'Lone Congressman of Abra'. However, I must say, leave the

words ASS, ASSHOLE at home. You don't use these words in

the House of Representatives.

3. PALPALLATOC... a lawyer by profession... wants to be the

savior of the province of Abra.

According to his posting on 1/02/2012, he is thinking of running for

public office when the climate is clear of political

obstacles. Cleared by an ILOKAN leader in the person of GOV.

TAKIT.

4. BARRAG ... his posting on 1/11/2012.

I like the way he articulate his comments. He asked me many

questions. Before I answer his questions, I want to ask him one

question... ARE YOU A TINGGUIAN LAWYER?

To our brother Tingguians, Takit is not the enemy. Let him finish his term. The problem of Abra are the Valera/Bernos clan and the Lunas.
Abra must be represented by a Tingguian in congress in 2013.
We can do this. We proved this last 2007 election.
Bangued is in chaos because of Agum and Apal. It can not deliver a solid vote. Maybe we can have an alliance with a moderate Seares in Bangued.
Just dreaming!!! :)))

You hit the nail right on the head!! Get rid of these triumvirate of families from politics and you would have restored the ever elusive peace in Abra!

Thank you, Dr. T, for the vote of confidence, Although I am quite outspoken with what goes on politically in our province of Abra, regretfully I have no interest in getting personally involved with Abra politics - I can only be an advocate for the betterment of a province of my birth that I love!

By the way, a Tingguian to represent the lone district of Abra will be ideal but an Ilokan (to borrow Dr. T's) would be just as acceptable provided he or she is of completely different of character than the past few who currently or have represented Abra. WE NEED AN HONEST congressperson, not a champion absentee solon or a bench warmer waiting to collect their pork barrel (provincial allocation) for their own personal consumption! I'd be curious if that P70M will ever see daylight in Abra for 2012 - of course, with elections coming up in 2013 - there is a very strong possibility that it can be used to "buy votes" in the guise of helping their constituents. My Ass! oooops, sorry Dr. T!

I find it odd when you see Abrenian (Facebook) groups rallying to help their own fellow Abrenians when these politicians should be taking the initiative to do more instead!

Now I am starting to get irritated.................

A reply you made to "F" comment... ''Get rid of triumvirate parties by applying the strength of the law.'

Your sentiments parallels with mine that is 'Good Governance'

for the province and the betterment of the Abra.

Don't be so irritated by the way the present government is being

ran. Keep cool. As the saying goes....there are more ways

to "skin a cat".


Some time ago, in my previous posting....regarding 'Income Tax'.

with the main intention of making aware to all Abrenians

that an erring public official who has AMASSED /ACCUMUTED

UNEXPLAINED WEALTH by corrupt means can be brought to

justice by the strength of our laws. Also, political parties who

claims to be 'UNTOUCHEABLE' because they surround

themselves with 'illegal' guns. These people hires someone to

kill their party opponents/ enemies and get away with it. This

could be true if the crime perpetuating party has the backing of

a 'paid' member of the PNP of the TFA. A serious sittuation

VERY HARD to prove.


ENTER, LEGISLATIVE BRANCH of the Government, shows its

strength, if the JUDICIAL BRANCH fails its duty because

the Judges of the local government are being INTIMIDATED by

the party who are in possesion of 'illegal' guns/ arms.


The Congress of the Senate and House of Representatives has

been given the power by the CONSTITUTION to lay and shall

collect TAXES , income from what-ever the source derived.


My fellow Abrenians, this is how our Philippine Democratic

Government functtions, patterned on the US Democratic

Government.


A case in point: AL CAPONE a US gangster born Brooklyn,

New York in 1899 who became Gangster Czar in Chicago in

1925, running gambling, prostitution, boothlegging rackets, killing

his rivals in the famous St. Valentine's Day Massacre. The

FEDERAL Government was unable to pin any evidence against

AL CAPONE that his depends was that he had nothing

to do with all wrong-doings.


But the Legislative Branch stepped in and showed its strength.


AL CAPONE, in 1931, he was convicted of "INCOME TAX

EVASION", sentenced to prison for 11 years, released in 1939,

retired in Florida, died of siphylitic brain disease.


INSTI, this is a story wherein another branch LEGISLATIVE

BRANCH of the Government lending a helping hand to clear the

corruption of a nation when a branch... Judicial Branch is unable

to fully function.

Fellow Abrenians:

Insti's, "F"s , Carlos The Jackal's and Dr.Leo's sentiments takes

a parallel road for a Good Governance and betterment for the

province of Abra, proud are we all with our AbrenIan roots.

There seems to be hindrance in obtaining a healthy Abra without the

infamous title of 'Killing field of the the Northern Luzon' tagged to

the Province.

Most of our Kababayans would like the "Law" settle the problem...

The local Judges can not perform their duties because their lives are

being threathened, intimidated by offenders usually government

officials who surrround themselves with 'illigal guns' and making the

local Judges as the receiving ends of threats for their lives unable

to perform their Judicial function for fear of losing their lives.

Erratic Government Official who attain riches thru his/ her office,

amassed/ accumutated unexplained wealth.

A government official who hires someone to kill his/ her opponent

gets away from being convicted because of the conspiracy that

leads to the killing would be difficult to prove. The offending

government official is beyond the reach of the Judicial system, so

the erratic official will go free. However, a Branch of the

Government can give a helping hand when the Judiciary System

of Court and Laws (that is, local Judge is held hostage by the

perpetrating and offending party surrounded by 'illegal guns').


An option for good people has to curve this anomaly is the

application of the law that punishes offenders of the "Income Tax

Evasion".


These months of February - March, in the US, is the begining of

the income returns preparation to be submitted by April . This is

under the Department of TREASURY, Service of Internal Revenue

(in the Phil... Bureau of Internal Revenue...BIR).

People in the Philippines including Government Officials must submit

"Income Tax Returns" documentation. If a person is negligent or

voluntarily refused to comply, then he/ she is committing 'Income

Tax Evasion' which is punishable by imprisonment and monetary

fine.

A precedent case in US. is the Story of gangster Alponse "Al"

Capone.

This is in response to BARRAG comments posted on

1/11/2012: his query is farely extensive. I'll attempt to present

my view point in an itemized manner...

1. When the late Gov. Luis Bersamin, Sr. quit the Governorship

after one-term, he wanted the first Provincial Hospital completed

his MARK/ LEGACY to the people of Abra and return to his Private

Medical Practice.

For the wood materials used in the Hospital He asked his cousins

brothers Meno and Moises who were both logging concessioneers

to make a 'bid' for the wood materials. My brothers Meno/Moises

won the bidding. They were told to 'bid' as a government pre-

requisite and Gov. Luis added 'NEPOTISM' is not acceptebble in a

good Governance.

After the completion of the Hospial, he returned to his Medical

Practice. Dr. Luis left the province of Abra under the able hands of

DR. Vene Pe Benito, a Veterinarian by profession whose initiative

brought two Arabian Horses to Abra... and established the Abra

Breeding Station at Calaba, with the intention of improving the

equestrian (horse) population of the province.


I might add that before WWII, I used to carry Dr. Luis medical

bag when he made his 'rounds' in the community for 10 centavos

and would take the whole day to completely see his patients from

Linasin (north), Lalaod (west, Sinapangan (south) and Barikir(east).

2. BARRAG asked me if there was corruption during the term of

Gov. Luis Bersamin, Sr., I was not a witness of wrong doing at the

time but then I left for Manila to finish High School followed by

Pre-Med at UST.

3. What I report here comes from the info obtained from my

DIGGINGS of Ancestral family tree roots.

My ancestors... VILLAMOR, BERSAMIN, are migrants from the

coastal plains , they called themselves ' ILOKANS' and not

plain 'ILOCANO' for identity purposes.

These 'ILOKANS' settled in Vigan, 'CIUDAD de FERNANDINA'

the most advanced commercial site in Northern Luzon at the

time, in preparatory to the immigration to Abra, also the site of

the 'ACIENTO de GOBERNACION (Seat of Spanish

Government).

It was at Vigan where the ILOKANS Villamor and Bersamin met

the merchant Don. Roberto Tuason of the Tuason Enterprise

was the father of Don Pedro Tuason (who migrated to Abra

many years after the Villamor and the Bersamin have already

settled in Bangued.

Don Pedro was the grandfather of Dr. Leo Tuason).


The records shows that in 1598, Augustinian friars penetrated the

Abra Valley sparsely populated by native tribe called 'itnegs'.

The Catholic Church with Spanish Conquistodores as guards

established a garrison in Bangued, the first 'mission/ visita' in the

province.

In 1818, the Spanish map of Northern Luzon, listed a section

called 'YLOCOS' which is occupied by Ilocos Norte and Ilocos

Sur. Also in the same year, Abra remained a subprovince of Ilocos

Sur.

Abra became a politico-military province because of its strategic

location; Vigan remained the seat of the Spanish Central

Government and the higher echelon of the Church.

The Catholic expansion by Missioany initiative and under the

watchful eyes of Spanish Conquistadores, plan was to spread the

Christian Faith into the Tingguian people of Abra and eventually

to the mountain people of the provinces of the EAST (other

Cordileras). ABRA being the stepping-stone in this expansion.

Thank you, Doc. By the way, I am not a lawyer, Doctor. I got a bachelor's degree though. I am half-half (itneg-ilokan) according to my late father. And my ilocano is "nauneg"; but my itneg is "narabaw". . I have never been interested and will never intend to enter the arena of politics. I'd rather be a stand-up comedian like my idol the late George Carlin (lol).

I'm not aware of what transpired then. But if what you have alluded

(in other words..in plain English...) is true, I'm sure he did' nt

mean to degrade that segment of Abrenians, probably a

misplaced sense of 'good humor'.


'Padak nga mottaleng' might mean... YOU and I being short of

knowledge on a certain subject... Mind you, Dr. Luis included

HIMSELF ( padak) in this sentence.

The early migrants VILLAMOR and BERSAMIN called themselves

'ILOKANS' instead 'Ilocanos' for identity purposes. People who

immigrated to Abra many, many, many years later were called

ILOCANOS they settled in the periphery of Bangued and many of

them settled in communities nearby.


In digging into the family tree roots, my ancestors never

mentioned why they called themselves ILOKANS.


The Families Paredes, Virgilo Valera and Bringas, immigrated to

Abra and settled in Bangued in a much later date (years).

My knowledge in the Immigration of new 'VISITA or MISSIONARY'

and BARRAG, If you have spare time do your own research as to

the early migrants of Bangued... How they got settled in the

community.


Start at the Plaza, as center of the community...South of it is the

Catholic Church... North of the Plaza is the Capitol Building

(Aciento de Governacion) ... West of the Plaza was the 'Cadre of

Spanish Guardia Civil which later became the American-PIlipino

Constabulary Barrack... East of the Plaza stood a long building

which was the EAST ELEMENTARY SCHOOL building built

during the early American occupation.

Now then, for protection against raiding hostile Itnegs, early

ILOKAN migrants built their homes close to the Plaza/ Church/

Aciento de Governacion (Capitolio) and the Cadre de Spanish

Guardia Civil.

The early Villamor residences of Don. Blas, Don Ignacio and sis

Dona Laura were located west of the Catholic Church.

(these siblings who were involved in the American-Pilipino

Conflict of 1989 to 1901.


... The Villamor brothers and sister are featured in a Scrip

... Broadway-Musical (style) Play authored by

Dr. Leo called "MEN AND WOMEN OF VALOR " will soon

to be a yearly presentation in Bangued.


The Bersamin of Don Longino residence was located behind

the Spanish Guardia Civil- Am/ Phil Constaburary Barrack

Building.

The residence of Don Virgilio Valera (Governor at one time) was

located west- adjacent to the Capitolio. He later moved out to join

his brother Celso at the present Valera Building along Taft St.


The house of Paredes and the house of the Eustaquio

Purroganan, (at one time Gov. of Abra, grandfather of Gov.

Takit) are located behind the Capitol Building compound.


The Bringas Family setttled in the west closed to the Consoliman

open well (source of drinking water for the people in the western

Bangued). Simplicio Bringas at one time Mayor of Bangued heads

the Bringas family long before the out-break of WW II.

SYSOP you have read and been attracted on 4-topics I posted

previously, and I would like to itemized my reply:....

1. My knowledge of 'PAST' potical history mostly obtained from

my diggings of my Family Tree Roots. Thus, it makes me the

'KEEPER' of the Family Clan History of the VILLAMOR,

BERSAMIN and TUASON. The PRESENT day POLITICS is not

known to me after the year 1956 when I left Abra and remained

resident in USA.

3. President's 'LUDONG'

I deduced from the article written by an Newspaper writter from

Baguio City, Phil. ... That while the President was visiting

Cagayan province, He was offered the fish 'LUDONG' for his

dinner. He was impressed by the succulent / taste of the fish.

This was the same fish that my father used to bring home from

his trips in the 'sursurong' (up-lands of Abra) when he

accompanied his friend Don Quintin Paredes campaigning for

Assemblyman and Senator during the late 20's and 30'.


The Abra Ludong probably the same specie as the Caganyan

fish (pls. see continuation above posting).


SYSOP, is there a way of getting from the PHIIPPINES Bureau

of FISHERY the "LIFE CYCLE OF FISH LUDONG"

It will help me to finish this 'LUDONG' article. Thanks.

LUDONG, a rare fish species in the country, has continued to challenge scientists almost 60 years since regulations for its conservation and studies on its behavior and habitat began.

Efforts to study, conserve and protect the expensive fish, however, were not pursued continually, records of the Bureau of Fisheries and Aquatic Resources (BFAR) showed.

The earliest record pertaining to ludong conservation was in 1952, when Fishery Administrative Order No. 31 was issued. FAO 31 prohibited the mere possession of the fish.

But BFAR?s next memorandum on ludong came 20 years later, on August 21, 1973. It issued a memorandum to conduct a scientific study of ludong and other species in the Cagayan River.

The following month, Luis Pinzon of BFAR Cagayan Valley scoured the upper Pinacanauan River for ludong. In a November 1973 report, Pinzon said the post-larval forms of mullets that he collected in the river were not ludong, due to difference in fin ray count.

Pinzon later reported a sighting of ludong in Isabela waterways on August 18, 1974.

It was eight years later, on January 19, 1982, when joint projects on ludong research started. That year, United States Peace Corps volunteer Brian Crawford described ludong as the species Cestreaus oxyrynchus, citing an 1898 study that referred to a scientific document dated 1836.

Scientific name

Ludong?s scientific name, however, was changed in May 1982. A letter from Professor S.M. Monison, dean of the faculty of science of the University of Queensland, to the International Center for Living Aquatic Resources Management (ICLARM, now the World Fish Center) showed that large- and medium-size ludong specimens sent to Australia were in fact Cestreaus plicatilis, which belongs to a primitive genus.

In June 1984, BFAR?s annual report said researchers gathered fingerlings in Abra but laboratory tests in Australia showed that these specimens were not ludong. But fry and fingerlings collected in Jones, Isabela, that year turned out to be ludong.

After that, there was a lull in ludong research.

Dr. Westly Rosario, BFAR research center chief in Dagupan City, said research on ludong resumed in 1997 when the National Integrated Fisheries Technology Development Center (NIFTDC) was established.

BFAR-NIFTDC gathered information on the fish along the Cagayan River and in the waters of Nueva Vizcaya, Isabela and Cagayan. The agency consulted universities, BFAR offices and local governments to gather information on the fish.

In 1998, the agency began water-quality monitoring of the Cagayan River and gathered more information on factors affecting migration behavior of the species. The results were intended to be used in breeding by environmental simulation. Observed were sizes, catching practices of local fishermen, catch per fishing trip and ludong trade. Attempts were also made at catching ludong.

These efforts were continued until 1999 when a BFAR-NIFTDC team visited possible collection sites in upper Cagayan Valley, Quirino and Abra.

BFAR launched Task Force Oplan Sagip Ludong in 2001 to identify programs and implement strategies to save ludong from extinction. That year, BFAR-NIFTDC established four ludong sanctuaries in Tineg, Abra. However, the proposed activities in ludong conservation were not fully implemented due to insufficient funds and change in local administration.

Among the activities undertaken by the task force were identification and assessment of ludong sanctuaries and habitats by local governments and BFAR, enactment of ordinances protecting the species and establishment of a ?closed season? for gathering ludong.

The task force also conducted research on the biology and habitat of ludong. These include stock assessment in different provinces, identification of factors suitable to broodstock management, immigration pattern, species identification using DNA testing, studying the characteristics of ludong collected in different areas and hydrobiological study of rivers where the fish thrive.

Breeding

The task force also started breeding the fish. Rosario says it was almost yearly that a team went to rivers in Northern Luzon to collect live ludong for research. Most of the time, researchers returned empty-handed.

He says three dead ludong, weighing less than a kilogram each, were submitted by Mayor Renato Candido of Dinapigue, Isabela to BFAR Cagayan Valley on October 8. ?They are taking care of the natural habitat there, so we have a place to get breeders,? Rosario says.

In 2002, the task force caught two live ludong in the Cagayan River, but one died three months later. The other one lived for six years, or until 2008 when Typhoon ?Cosme? hit Dagupan City and tore the roof of the building hou

SYSOP I want to thank you for bringing out this bit of information
written by Ms. Yolanda Sotelo.

It is not COMPLETE but it has given me an idea of how
difficult the problem it was for the BFAR /Bureau of
Fishery , their initiativie in finding the solution of ...

1. Preventing the EXTINCTION of the FISH LUDONG

2. Breeding as 'CAPTIVE FISH' reared in an artificial
atmosphere (under controlled temperature, water
pH- acidity/ salinity and proper nutrition for young/
adult fish to propagate.

It is now VERY CLEAR that not knowing the "LIFE CYCLE OF

LUDONG" had made the valiant efforts of the BFAR/ Bureau

Fishery a FAILURE of several years of research which started

way back in 1952.


In the Article written by Ms. Sotelo, she mentioned several

authorative Institution like Univ. of Queensland, Australia, our very

own Pilipino scientists headed by Dr. Westley Rosario are all

making desperate effort to solve the elusive LUDONG MYSTERY.


I, DR. LEO TUASON. do not PROFESS to be the owner of the

solution to the MYSTERY nor CLAIM to have the delicate answer

to the problem ( but like most Abrenians they have ideas how to

solve the political problems of the Province... I too have ways to

solve the "LUDONG MYSTERY"

Friends, I must take you back in the '30 when my father would

bring home ( to Bangued) fish ludong from his political campaign

trips in the Sursurung (upland of Abra) with his friend Don

Quintin Paredes (my father Don Mariano, Don Q's right hand

/ confidante). Don Q was running for Assemblyman and Senator

in the 30's. The fish ludong was the best tasting succulent fish

far superior to palileng, bunog or campa... all these three Abra

indigenous fishes which invariably measured from 3 to 5

inches compared to Ludong's 15 to 18 inches.


I consider Ludong as a "MIGRATORY FISH" (I'll explain this later)


As a kid the story of Ludong stuck in my mind, reinforced by the

challenge made ( to me in the later years ) by my older brother

Moises (prospecting for valuable minerals at the time early 50's).

I accompanied my brother in this trip and while we were in the

mining areas ot TINEG, BUNEG and LACUB... here we were

offered the fish ludong for dinner and while lavishly indulging

on the meal, my brother asked the host where the fish came

from.....the answer was the RIVER TINEG.

ei, doc, just a bit of info. as i've read from your previous comments, you've been to tineg. nakapan nak pay metten idiayen, in tapayen and caganayan, in 2003 and 2010 respectively. napanak nagpasyar. haha! you know what? i did not see but nangeg ko doc, a couple of explosions of dinamita. and when i asked my companions and the children there what that was, they said "agbong-bong-bong da manen." the explosions were right there in the river tineg. what a shame!

i appreciate so much the environment, that's why i'm a bit guilty for not doing anything. unfortunately, i was just a visitor there. and mind you, they have guns! and i doubt if they are even licensed ones.

An Abrenio by the name of PATER made a comment on my

recent posting... he mentioned about his 2003 and 2010 trips

via Caganayan to Tineg. While in TINEG he heard explosive

sounds on several occasions. To satisfy his curiosity, he inqured

from the local people of the community what was the

sound /originating from .. the answer RIVER TINEG!. They

were using DYNAMITE to harvest MARINE LIFE.... the most

valuable fish to harvest requiring an expensive and dangerous

method of harvesting fish...

Questions that requires answers:

1. The most valauable fish to harvest using this method would

be the FISH LUDONG, my honest opinion.

2, What branch of the Government has the Authority of

controlling the possession and use of the Dynamite Explosive

material?

3. Can ordinary citizen allowed to purchase DYNAMITE

and where?

4. Can any member of the Local Government like the Governor,

Mayor, other Government offiicials possess Dynamite without

legal authoriization?


ANYONE member of the Bar care to help us Abrenians on these

Doc, some clarifications lang po sa history ng Abra:

1. "When the Augustinian Friars reached Abra in 1598, their plan was to spread the Christian faith to the Tingguians who sparsely populated the province." Were they successful in their mission?

1.1. If they were not successful in their mission, meaning, they were rejected by the early Tingguians, since the Spanish guards had established their garrison in Bangued, it would be impossible for the Tingguians to still live side by side with the Spanish Conquistadores. The most probable thing that happened, in that case, would be for the Tingguians to leave Bangued and look and settle for another place. Question: Who then provided assistance for the Augustinian friars to build the churches of Bangued, Tayum and Pidigan? Were there also other ethnic groups that co-existed witt the Tingguians during that time?

1.2. Because, it my own personal opinion, even though a great number of Spaniards arrived in the Philippines from 1521 onwards, they still need some hands to construct such big churches. And considering the mentality of the "dayuhang mananakop" during that time, they considered the Filipinos as "indio" based on the Mexico experience (on which I am not so much familiar with). But in the way that I understand, the Mexico experience taught them a lesson - that it is impossible to teach the "indio", they were considered second class people, they were like small children always in need a parent (Spaniards). In that case, the Spanish Conquistadores considered themselves higher beings, so instead of doing the manual labor in building the churches, they passed the work on the newly-found "indios." They constructed the churches of Abra as "the big boss", with the help of our brother- and sister-Tingguians, if that was really the case, meaning if they were successful in their mission.

2. Considering that they Spaniards were successful in their mission of propagating the faith, after many years, and after building the churches, they lived side by side with the Tingguians. It may be good to imagine the kind of relationship established between them. Probably, it was a relationship based at least not on enmity towards each other. Because if it were, then there is no point of living together on the same place. Later on, the Ilocanos or Ilokans arrived. I seem not quite to understand, Doc. I believe something is missing in our history. What made the Spaniards favor the Ilokans over the Tingguians? Why the sudden change of side?

3. Anyway, these are only speculations and theories, Doc. I may have misunderstood your narration. But what is important is, han lang nga siak, no di ket amintayo, ket makaad-adal babaen iti naimpuso'an ken naannungoy nga panangtarabay (historical guidance) mo kadakami. Agyaman kami! :-)

Pater: This is my reply to your well articulated narration Both of

your narration and mine although purely speculations shall bring

good meaning for younger Abrenians to ponder at.


Allow me to say my piece regarding History.

Most of us know nothing of what really transpired through the dark

pages of the past. Minimal do we possess the knowledge and

undestanding how HISTORY is written. We have the ability to

SPECULATE or form THEORIES . I obtained information from

diggings of my Family Clan ROOTS the / VIllamor/ Bersamin/

Tuason.


Abra was never explored /penetrated completely by the Spanish

Conquistadores to spread the Christan Faith. The rugged feature

of the province prevented them to go forward and the Spanish Era

was cut short by the coming of the Americans ( in 1898 ).

Many years went by and many tingguians became Christianized

at the early 'visita-mission' site in the valley of Bangued. The

Catholic Friars asked the converted tingguians to helped in the

construction of a more permanent church building They were

probably paid for their labor, maybe not much.


When my ancestor the early Ilokans the VILLAMOR and

BERSAMIN arrived as migrants, there were no permanent

buildings in Bangued around the Church. The early Villamor

Don Blas being a Captain in the Spanish Army had the choice of

having his house built west close to the church. Adjacent to his

house was the residences of his brother Don Ignacio and sister

Laura( further north ). These three separate buildings constructed

from west to north bordering the catholic church convento-play

ground across the street ( I don't recall the name of the street )

This is a continuation ... a reply to PATER's comment.


As population of Bangued grew,, many years later, Ilocanos

came and have settled in the periphery of the community...

an example... my distant relative, Atty. Fred Villamor, whose

parents immigrated to Bangued much later in YEARS than the

earlier ViIlamor of Don Blas, settled further east of the

PLAZA, plainly because the site was available for building a

house.


Pater, I hope this reply satisfies you. If you have friends who

wants to make comments on my postings, please tell them to write

in Ilocano dialect or in English but never in 'Itneg' dialect. It is

too late for me to study/ learn this dialect.


Pater, have you read my reply concerning the fish harvesting in

the municipality of TINEG using DYNAMITE at RIVER TINEG?

1. Which Branch of the Government has complete
control of Dynamite?

2. Because of Dynamite's destructive property.
it has to be controlled by the Government.

For your information PATER, Dynamite when used in havesting

Ludong from the river... consider this.... Dynamite explosive under

water kills all living MARINE LIFE... Large size and small/

young 'fry' of Ludong.... including palileng/ bunog fishes and many

more living things.

At yehey.com. Doctor, I found a picture of the fish - ludong. It looks exactly the same as the fish which my late father called IKAN. And when I was young, fishermen in our place kept mentioning the word - LUDONG.

The fish your late father and you caught when you went fishing at

the Pidigan / Langiden River was 'Ludong''... the local people

called the fish 'IKAN'. ( Ilocanos from the province of Abra

calls the fish originating from the Sea.. Ikan). In my honest

opinion the Ikan is a fish Ludong, which could be sexually

matured coming from the SEA going up - stream to spawn in

the fresh waters of rivers TINEG or MALANAS. Or the fish

caught by fishing hook and line (bani-it) could be Ludong going

back to the South China Sea after spawning.


BARRAG, you claimed that you are not a lawyer. What do you

do for a living? What business are you in?

I believe, you could be a good promoter in the TOURISM

BUSINESS for the Province being proficient in two

dialects... 'Narabao' Ilocano and 'Nauneg' Itneg... and English

language you can communicate easily with the people

including non- illocano tourist visitors.
