I've been reading Dr. Leo Tuason's postings and I may say that I am fascinated how he knows a lot of Abra History from the politics to his make believe journey of traversing the great Abra river, to his fascination of the the Presiden'ts fish - Luddong and his ideas about improving health care. I very much appreciate his presence in this site to teach as a lesson or two,

across an article written by Mr. Bringas about CHIT

of how to improve the medical care of Abra.
What a brilliant idea of Mr. Bringas( CHIT) has proposed, and my own idea of Triage Medical Clinic (TMC), combined together would create a perfect delivery system for Medical Care in the rugged- inaccessible- high lands of Abra.
The CONCEPT revolves around the involvement of ERIC'S 'CHIT' and LEO'S 'TMC'. It would include the building of TMC in strategic locations in the province each TMC is manned by 1 Physician and 1 Nurse ( well trained in Emergengy Procedures and care) . Each TMC has its own COMPUTER/ LAPTOP which can transmit and receive messages... medical informations transmitted to final destination to a DATA BANK at the ABRA MEMORIAL MEDICAL CENTER.

In my previous posting, I said / predicted " the year 2012, is the year
of TRUE TINGGUIANES to come forward to take the rein/
charge of the province of Abra. The rule of TRUE ILOKANS
as leaders of Abra is ending and Gov. Takit could be the last
ILOKAN leader.
Many TRUE TINGGUIANES came forward. Many are educated
Tingguians, lawyer by profession implied desire to take the rule of
much needed leader.
1. ARADO... is a lawyer who according to him has accumulated
enough wealth to remain behind the curtain/ scene and see the
political events to go by not to get involved. But he continue to
criticize the Adm of Gov. Takit.
2. INSTI... the way he articulates his argument on the Website
makes me believe he is a lawyer. He could make a good
'Lone Congressman of Abra'. However, I must say, leave the
words ASS, ASSHOLE at home. You don't use these words in
the House of Representatives.
3. PALPALLATOC... a lawyer by profession... wants to be the
savior of the province of Abra.
According to his posting on 1/02/2012, he is thinking of running for
public office when the climate is clear of political
obstacles. Cleared by an ILOKAN leader in the person of GOV.
TAKIT.

I like the way he articulate his comments. He asked me many

To our brother Tingguians, Takit is not the enemy. Let him finish his term. The problem of Abra are the Valera/Bernos clan and the Lunas.
Abra must be represented by a Tingguian in congress in 2013.
We can do this. We proved this last 2007 election.
Bangued is in chaos because of Agum and Apal. It can not deliver a solid vote. Maybe we can have an alliance with a moderate Seares in Bangued.

Thank you, Dr. T, for the vote of confidence, Although I am quite outspoken with what goes on politically in our province of Abra, regretfully I have no interest in getting personally involved with Abra politics - I can only be an advocate for the betterment of a province of my birth that I love!
By the way, a Tingguian to represent the lone district of Abra will be ideal but an Ilokan (to borrow Dr. T's) would be just as acceptable provided he or she is of completely different of character than the past few who currently or have represented Abra. WE NEED AN HONEST congressperson, not a champion absentee solon or a bench warmer waiting to collect their pork barrel (provincial allocation) for their own personal consumption! I'd be curious if that P70M will ever see daylight in Abra for 2012 - of course, with elections coming up in 2013 - there is a very strong possibility that it can be used to "buy votes" in the guise of helping their constituents. My Ass! oooops, sorry Dr. T!
I find it odd when you see Abrenian (Facebook) groups rallying to help their own fellow Abrenians when these politicians should be taking the initiative to do more instead!

And my ilocano is "nauneg"; but my itneg is "narabaw". . I have never been interested and will never intend to enter the arena of politics. LUDONG, a rare fish species in the country, has continued to challenge scientists almost 60 years since regulations for its conservation and studies on its behavior and habitat began.
Efforts to study, conserve and protect the expensive fish, however, were not pursued continually, records of the Bureau of Fisheries and Aquatic Resources (BFAR) showed.
The earliest record pertaining to ludong conservation was in 1952, when Fishery Administrative Order No. 31 was issued. FAO 31 prohibited the mere possession of the fish.
But BFAR?s next memorandum on ludong came 20 years later, on August 21, 1973. It issued a memorandum to conduct a scientific study of ludong and other species in the Cagayan River.
The following month, Luis Pinzon of BFAR Cagayan Valley scoured the upper Pinacanauan River for ludong. In a November 1973 report, Pinzon said the post-larval forms of mullets that he collected in the river were not ludong, due to difference in fin ray count.
Pinzon later reported a sighting of ludong in Isabela waterways on August 18, 1974.
It was eight years later, on January 19, 1982, when joint projects on ludong research started. That year, United States Peace Corps volunteer Brian Crawford described ludong as the species Cestreaus oxyrynchus, citing an 1898 study that referred to a scientific document dated 1836.
Scientific name
Ludong?s scientific name, however, was changed in May 1982. A letter from Professor S.M. Monison, dean of the faculty of science of the University of Queensland, to the International Center for Living Aquatic Resources Management (ICLARM, now the World Fish Center) showed that large- and medium-size ludong specimens sent to Australia were in fact Cestreaus plicatilis, which belongs to a primitive genus.
In June 1984, BFAR?s annual report said researchers gathered fingerlings in Abra but laboratory tests in Australia showed that these specimens were not ludong. But fry and fingerlings collected in Jones, Isabela, that year turned out to be ludong.
After that, there was a lull in ludong research.
Dr. Westly Rosario, BFAR research center chief in Dagupan City, said research on ludong resumed in 1997 when the National Integrated Fisheries Technology Development Center (NIFTDC) was established.
BFAR-NIFTDC gathered information on the fish along the Cagayan River and in the waters of Nueva Vizcaya, Isabela and Cagayan. The agency consulted universities, BFAR offices and local governments to gather information on the fish.
In 1998, the agency began water-quality monitoring of the Cagayan River and gathered more information on factors affecting migration behavior of the species. The results were intended to be used in breeding by environmental simulation. Observed were sizes, catching practices of local fishermen, catch per fishing trip and ludong trade. Attempts were also made at catching ludong.
These efforts were continued until 1999 when a BFAR-NIFTDC team visited possible collection sites in upper Cagayan Valley, Quirino and Abra.
BFAR launched Task Force Oplan Sagip Ludong in 2001 to identify programs and implement strategies to save ludong from extinction. That year, BFAR-NIFTDC established four ludong sanctuaries in Tineg, Abra. However, the proposed activities in ludong conservation were not fully implemented due to insufficient funds and change in local administration.
Among the activities undertaken by the task force were identification and assessment of ludong sanctuaries and habitats by local governments and BFAR, enactment of ordinances protecting the species and establishment of a ?closed season? for gathering ludong.
The task force also conducted research on the biology and habitat of ludong. These include stock assessment in different provinces, identification of factors suitable to broodstock management, immigration pattern, species identification using DNA testing, studying the characteristics of ludong collected in different areas and hydrobiological study of rivers where the fish thrive.
Breeding
The task force also started breeding the fish. Rosario says it was almost yearly that a team went to rivers in Northern Luzon to collect live ludong for research. Most of the time, researchers returned empty-handed.
He says three dead ludong, weighing less than a kilogram each, were submitted by Mayor Renato Candido of Dinapigue, Isabela to BFAR Cagayan Valley on October 8. ?They are taking care of the natural habitat there, so we have a place to get breeders,? Rosario says.

It is not COMPLETE but it has given me an idea of how
difficult the problem it was for the BFAR /Bureau of

1. Preventing the EXTINCTION of the FISH LUDONG
2. Breeding as 'CAPTIVE FISH' reared in an artificial
atmosphere (under controlled temperature, water

adult fish to propagate.
It is now VERY CLEAR that not knowing the "LIFE CYCLE OF
LUDONG" had made the valiant efforts of the BFAR/ Bureau
Fishery a FAILURE of several years of research which started
way back in 1952.
In the Article written by Ms. Sotelo, she mentioned several
authorative Institution like Univ. of Queensland, Australia, our very
own Pilipino scientists headed by Dr. Westley Rosario are all
making desperate effort to solve the elusive LUDONG MYSTERY.
I, DR. LEO TUASON. do not PROFESS to be the owner of the
solution to the MYSTERY nor CLAIM to have the delicate answer
to the problem ( but like most Abrenians they have ideas how to
solve the political problems of the Province... I too have ways to
solve the "LUDONG MYSTERY"

Friends, I must take you back in the '30 when my father would
bring home ( to Bangued) fish ludong from his political campaign
trips in the Sursurung (upland of Abra) with his friend Don
Quintin Paredes (my father Don Mariano, Don Q's right hand
/ confidante). Don Q was running for Assemblyman and Senator
in the 30's. The fish ludong was the best tasting succulent fish
far superior to palileng, bunog or campa... all these three Abra
indigenous fishes which invariably measured from 3 to 5
inches compared to Ludong's 15 to 18 inches.
I consider Ludong as a "MIGRATORY FISH" (I'll explain this later)
As a kid the story of Ludong stuck in my mind, reinforced by the
challenge made ( to me in the later years ) by my older brother
Moises (prospecting for valuable minerals at the time early 50's).
I accompanied my brother in this trip and while we were in the
mining areas ot TINEG, BUNEG and LACUB... here we were
offered the fish ludong for dinner and while lavishly indulging
on the meal, my brother asked the host where the fish came
from.....the answer was the RIVER TINEG.

First I must invoke the help of the ALMIGHTY who has given

understand what HE is telling us. HE has given us....
1. GENETIC CODE (G.C.) ... accordingly, each of the specie on
earth is given a G.C. imprint... main purpose is to "SURVIVE".
2. For the Specie to SURVIVE ... Theory of "MIGRATION" come
into play.

ei, doc, just a bit of info. as i've read from your previous comments, you've been to tineg. nakapan nak pay metten idiayen, in tapayen and caganayan, in 2003 and 2010 respectively. napanak nagpasyar. haha! you know what? i did not see but nangeg ko doc, a couple of explosions of dinamita. and when i asked my companions and the children there what that was, they said "agbong-bong-bong da manen." the explosions were right there in the river tineg. what a shame!
i appreciate so much the environment, that's why i'm a bit guilty for not doing anything. unfortunately, i was just a visitor there. and mind you, they have guns! and i doubt if they are even licensed ones.

Dr. Leo: Is it important whether a Tingguian nor Ilocano will be the next leader of Abra? That sounds "racist" to me. I may have misunderstood your point. Maybe you can explain further for my 1st grade undestanding.
An Abrenio by the name of PATER made a comment on my
recent posting... he mentioned about his 2003 and 2010 trips
via Caganayan to Tineg. While in TINEG he heard explosive
sounds on several occasions. To satisfy his curiosity, he inqured
from the local people of the community what was the
sound /originating from .. the answer RIVER TINEG!. They
were using DYNAMITE to harvest MARINE LIFE.... the most
valuable fish to harvest requiring an expensive and dangerous
method of harvesting fish...
Questions that requires answers:
1. The most valauable fish to harvest using this method would
be the FISH LUDONG, my honest opinion.
2, What branch of the Government has the Authority of
controlling the possession and use of the Dynamite Explosive
material?
3. Can ordinary citizen allowed to purchase DYNAMITE
and where?
4. Can any member of the Local Government like the Governor,
Mayor, other Government offiicials possess Dynamite without
legal authoriization?

1. "When the Augustinian Friars reached Abra in 1598, their plan was to spread the Christian faith to the Tingguians who sparsely populated the province." Were they successful in their mission?
1.1. If they were not successful in their mission, meaning, they were rejected by the early Tingguians, since the Spanish guards had established their garrison in Bangued, it would be impossible for the Tingguians to still live side by side with the Spanish Conquistadores. The most probable thing that happened, in that case, would be for the Tingguians to leave Bangued and look and settle for another place. Question: Who then provided assistance for the Augustinian friars to build the churches of Bangued, Tayum and Pidigan? Were there also other ethnic groups that co-existed witt the Tingguians during that time?
1.2. Because, it my own personal opinion, even though a great number of Spaniards arrived in the Philippines from 1521 onwards, they still need some hands to construct such big churches. And considering the mentality of the "dayuhang mananakop" during that time, they considered the Filipinos as "indio" based on the Mexico experience (on which I am not so much familiar with). But in the way that I understand, the Mexico experience taught them a lesson - that it is impossible to teach the "indio", they were considered second class people, they were like small children always in need a parent (Spaniards). In that case, the Spanish Conquistadores considered themselves higher beings, so instead of doing the manual labor in building the churches, they passed the work on the newly-found "indios." They constructed the churches of Abra as "the big boss", with the help of our brother- and sister-Tingguians, if that was really the case, meaning if they were successful in their mission.
2. Considering that they Spaniards were successful in their mission of propagating the faith, after many years, and after building the churches, they lived side by side with the Tingguians. It may be good to imagine the kind of relationship established between them. Probably, it was a relationship based at least not on enmity towards each other. Because if it were, then there is no point of living together on the same place. Later on, the Ilocanos or Ilokans arrived. As you wrote, "they settled in the periphery of Bangued and many of them settled in communities nearby... Now then, for protection against raiding hostile Itnegs, early ILOKAN migrants built their homes close to the Plaza/ Church/Aciento de Governacion (Capitolio) and the Cadre de Spanish Guardia Civil." I seem not quite to understand, Doc. I believe something is missing in our history. What made the Spaniards favor the Ilokans over the Tingguians? Why the sudden change of side?
3. Anyway, these are only speculations and theories, Doc. I may have misunderstood your narration. But what is important is, han lang nga siak, no di ket amintayo, ket makaad-adal babaen iti naimpuso'an ken naannungoy nga panangtarabay (historical guidance) mo kadakami. Agyaman kami! :-)
Pater: This is my reply to your well articulated narration Both of
your narration and mine although purely speculations shall bring
good meaning for younger Abrenians to ponder at.
Allow me to say my piece regarding History.
Most of us know nothing of what really transpired through the dark
pages of the past. Minimal do we possess the knowledge and
undestanding how HISTORY is written. We have the ability to
SPECULATE or form THEORIES . I obtained information from
diggings of my Family Clan ROOTS the / VIllamor/ Bersamin/
Tuason.
Abra was never explored /penetrated completely by the Spanish
Conquistadores to spread the Christan Faith. The rugged feature
of the province prevented them to go forward and the Spanish Era
was cut short by the coming of the Americans ( in 1898 ).
Many years went by and many tingguians became Christianized
at the early 'visita-mission' site in the valley of Bangued. The
Catholic Friars asked the converted tingguians to helped in the
construction of a more permanent church building They were
probably paid for their labor, maybe not much.
When my ancestor the early Ilokans the VILLAMOR and
BERSAMIN arrived as migrants, there were no permanent
buildings in Bangued around the Church. The early Villamor
Don Blas being a Captain in the Spanish Army had the choice of
having his house built west close to the church. Adjacent to his
house was the residences of his brother Don Ignacio and sister
Laura( further north ). These three separate buildings constructed
from west to north bordering the catholic church convento-play
ground across the street ( I don't recall the name of the street )

At yehey.com. Doctor, I found a picture of the fish - ludong. It looks exactly the same as the fish which my late father called IKAN. And when I was young, fishermen in our place kept mentioning the word - LUDONG.
