BANGUED, Abra.—Five years ago today, the then highest-ranking politician of Abra province was shot dead outside a church in Quezon City in broad daylight, signaling the fall of one of Abra’s most prominent families and the rise of other political dynasties.

The killing also ushered in a period of intensified violence that has made the province one of the country’s most dangerous places, its capital Bangued the so-called “murder capital of the north.”

The slain politician was Rep. Luis Bersamin Jr., who was shot in the head after standing as one of the principal sponsors at his niece’s wedding at the Mount Carmel Church in New Manila on Dec. 16, 2006.

Charged and arrested for his murder was his erstwhile childhood friend and ally Vicente Valera, who has been behind bars since September 2009 and is facing trial at the Branch 94 of the Regional Trial Court in Quezon City. Valera has entered a plea of “not guilty.”


It is popular belief now that had Bersamin lived, it would have been impossible for many of Abra’s ruling politicians to enter politics. 

Valera lost in the congressional race the following year, ending a 20-year political career.  His wife, Ma. Zita Claustro-Valera, also lost her bid to become governor. With the Valeras out of the way—Vicente was the perceived mastermind of Bersamin’s assassination and also had a falling out with then incumbent president Gloria Macapagal-Arroyo—it became easy for other clans to enter public office.

‘Cong Chito’

Months before his death, Bersamin had announced his plans to run for governor in the May 2007 elections.

Known to his family, friends and constituents as “Chito,” he was born on March 15, 1944 to former Abra governor and military doctor Luis Bersamin Sr. and teacher-pharmacist Rosario Bersamin.

He first entered politics in 1988 as Bangued mayor, and would stay in that position for a decade. Constituents described his rule as “peaceful,” because he would work with the police in solving crimes, calling on political leaders of barangays where incidents happened.

That period is a stark contrast to Bangued’s image now as unsafe and dangerous. In the first half of 2011 alone, police records show that a shooting incident occurred almost every three days with most of these happening in the capital. Among the casualties from January to May this year were 14-year-old Perry Carl Benedito and Rose Vivienne Paet who was reportedly pregnant when she was shot.

After his stint as mayor, Bersamin ran for vice governor and won, and then got elected representative of Abra’s lone district.

Bersamin was known to be approachable. That he could remember names and faces very well helped endear him to Abrenians. He was well connected and had friends in the military, police and national government agencies. He was a good friend of President Benigno S. Aquino III, then a senator, who was said to have cried at his wake at Funeraria Paz.

Power shift

With Bersamin’s death, his younger brother Eustaquio stepped into his shoes and ran as governor of Abra in 2007, winning handily because of the famous last name and sympathy votes.

Despite being governor for two terms now, Eustaquio has maintained a relatively low profile compared to other political figures who filled the void left by his brother and the Valera couple.

One of them is Cecilia Seares-Luna who replaced Bersamin as representative of Abra’s lone congressional district. A former mayor of Lagayan town, Seares-Luna had said in 2005 that she would not aspire for a higher post. Likewise, her second cousin, Dominic Valera, became Bangued mayor in 2007, after a failed attempt in 2004.

Seares-Luna also comes from a political family. Her uncle is Petronilo Seares, who was Abra governor in the 1960s. Her mother Anita had been Lagayan mayor for several terms before Cecilia took over in 1998 and was reelected in 2001.

Meanwhile, Dominic Valera’s wife Mila was Bangued vice mayor while his daughter, incumbent representative Ma. Jocelyn Valera-Bernos, was Sangguniang Kabataan chair in the 1990s before winning a seat in the Sangguniang Panlalawigan in 2007. Dominic ran for mayor of Bangued thrice—in 2004, 2007 and 2010—and won only on his second try.

Allegations of vote padding and shaving surrounded the victories of both Cecilia Seares-Luna and Dominic Valera in the 2007 elections, with Vicente Valera even filing before the Supreme Court a protest over Luna’s win. Nothing came of the case, and the two completed their three years in office.

Since gaining political power, the families of Cecilia Seares-Luna and Dominic Valera have dominated Abra.The two political leaders and their followers were once allies, but this alliance was short-lived. In the 2010 elections, members of both families fought for the coveted positions of representative and Bangued mayor.

Alliance and estrangement

Cecilia Seares-Luna and Dominic Valera were still allies in 2004 when they were trying to woo Bersamin to join them as part of an opposition bloc and run against either Vicente Valera or his wife Ma. Zita. They wanted Bersamin to break his ties with the Valera couple, who were then being branded as “conjugal dictators.”

But Bersamin instead supported the candidacies of the Valera couple and was heard over the radio endorsing Vicente for governor and Ma. Zita for Bangued mayor days before the 2004 elections.

It would later be revealed that Bersamin and the Valera couple signed a covenant of peace on Jan. 31, 2004 with majority of the mayors and several Sangguniang Panlalawigan as witnesses.

The covenant promoted a status quo in 2004, but stated that by 2007, Bersamin would endorse Ma. Zita as congresswoman, while Ma. Zita was to endorse Bersamin as Bangued mayor.

It also said that as “responsible leaders of Abra,” they were committing to “uphold and maintain” the covenant of unity.

In an affidavit executed on May 19, 2008, Bersamin’s brother and Supreme Court Justice Lucas Bersamin explained that the agreement was based on a handwritten covenant he wrote when he and his brother met with the couple on Dec. 30, 2003.

It was then that they agreed to let Bersamin run for a second term with the promise to forego his third and last term in Congress.

According to Lucas’ affidavit, Vicente was “bent” on having his wife run for Congress in the 2004 elections and the couple were “pressuring” his brother to run for Bangued mayor instead.

“(M)y late brother assured that he was ready for an electoral confrontation with Gov. Valera’s wife and was confident of soundly beating her but that most of the municipal mayors of Abra did not favor a confrontation, if it could be avoided, because the elections could turn bloody among the followers of both camps,” his affidavit read.

According to Lucas, the “political alliance” between his brother and Valera continued after they all won the 2004 elections, “but their personal relations were, at best, lukewarm.”

The relationship between the two “became more strained at the end of October 2006 or early part of November 2006 after my late brother publicly announced his intention to run for governor of Abra against Gov. Valera,” his affidavit read.



Open end

Today, people close to Bersamin speculate that had he survived, he would still not ally himself with the Seares-Lunas and Valera-Bernoses. A confidante even said the late representative “did not trust them.”

Cecilia and her children Jendricks and Lara Haya are currently facing charges of plunder.

Rep. Ma. Jocelyn Valera- Bernos and her family, on the other hand, are being accused of demanding as much as 40 percent of the total amount of national infrastructure projects although no formal complaint has been filed.  Recent records released by the House of Representatives also show that she is one of the chamber’s top two absentees.

Five years ago, many believed Bersamin’s winning as governor would not only put an end to Valera’s regime but restore peace in Abra. Back then, most of the political killings were being blamed on Valera and the only known opposition was the alliance composed of the Valera-Bernos and Seares-Lunas clans.

With Valera out of the picture, Abrenians ask, who should be blamed for all the killings now. And with Bersamin dead, many wonder, who actually benefited from his death?

When Gov. Takit's name was mentioned earlier and his brother Judge Lucas appeared in this Forum... I, Dr. Tuason
the historian and family-root digger must say my piece.

I am a Bersamin, The 1st generation, together with my cousin the late Gov.
Luis F. Bersamin, MD., we were born after the Spanish Era- early American Era.

The 2nd generation of Bersamins are the brothers... the late Cong. Chito, Gov. Takit and Judge Lucas.

Our ealiest 'Progenitor' was DON BLAS VILLAMOR. Proud to say that some of our cousins have served the people of the Philippines...the late Judge Ignacio Villamor (Judge of Phil Supreme Court and 1st President of the University of the Philippines),the late Don Julio Villamor Borbon, appointed Gov. of Abra by US President Francis Harris in 1917 and elected in 1922.

Another of our cousin was the late Top-Gun Pilot Col. Jesus Villamor, his daring act proven during the Phil. occupation by the Empire of Japan.

Returning to Gov. Takit; as a 'servant' of the people of Abra, if his actions required of him as the Governor is falling short to the expectations of the Abrenians, I'll ask his brother Lucas to give a (helping hand), advice to Takit.

You see my friends, we take pride of what we do for our people, the Abrenians.

In the front page of my Genealogy or Family Book recently published is written:

"PROTECTING OUR HERITAGE BY PRESERVING OUR PAST"

the real score here is not who benefitted the death of Chito but the present situation of abra, friends why don't we unite to get rid of the evil practices of all our politicians , we cannot move forward because we are a lameduck province , we need a true leader that can lead us to the real world of politics. Takit is just a fair-weather politician, if he cannot do anything to change our present politicAl set up then he should just quit politics at all cost. What we need here is a leader that can lead us all the way. He is a weak leader!

He said, Gov. Takit is a weak ,fair-weather leader. Mr. Palpallatok wants an alternative, stronger leader for the province.

Mr. Palpallatok has the abhorrence of having an ILOKAN for a leader.

(Gov. Takit is a PURE ILOKAN). An alternative would be 'mestizo Itneg-Ilocano' or pure Tingguian.

The alternative is a good choice. I'm for it 100%, if you find the right
person candidate, pls. recommend a name.

May I say few words to clarify things up...

Why Stateside educated Abrenian can not come to your aid in the politcai arena now.

After WW II, the 'brain- drain' of the province started... some Abrenians went to Manila to study LAW, MEDICINE, NURSING, etc. Many went as far as Hawaii, Hong Kong, Quowaite (Saudi Arabia) to earn a decent living.

There were those who stayed home to look after the deserted province of ours, whom we 'expatriats' (like me) believed to have left our beloved Abra in the able hands of 'temporary stewards of impeccable character'... loyal to the people.

Most of us 'EXPATRIATS' remained here where we are now because life is good to us and we have created our own 'family'...children.

So my kababayan[s], SPEAKING FOR MY SELF, you select the right person-candidate who is best fitted for the Government position on the next election.

The Era of early Villamors of Don Juan, Don Julio Villamor Borbon, Don Quentin Paredes, Don Virgilio Valera, the Bersamins Don Longino, his son Dr. Luis F. Bersamin and his son 'Chito' have left their MARKS/LEGACIES to the people of Abra.

Now comes Gov. Takit, his mark/legacy
to the people of Abra shall be the completion of the 'New Abra Memorial Medical Center' to honor his father the late Gov. Luis F. Bersamin, Sr., who created the 1st Abra Provincial Hospital after WW II.

If Gov. Takit's term as a Governor does not alllow him to continue the dream-project of his brother the late Cong.'Chito'... which is the creation of 'Wind Farm' Electic Generating Turbines (several units) set in the summit of Mt. Bullagao ... that shall generate electricty for the entire province.

With this sufficient amount of electricity... irrigation of farms at any elevation in the land shall be a 'piece of cake'...no diverting of water from the Abra River by digging diverting canals...but it shall be done by electric suction pump from the River...bringing water up to irrigate farms... rice or vegetables.

What a briliant idea I told him when we were in our evening conversation during my last visit of Bangued in 2005.

He said, 'TIO'(He does not call uncle)that is, if I win the Governorship. He was assasinated few months later.

I interjected an idea that of my departed brother Moises "Isis'... an "IPIL-IPIL-Tree' Farm to cover the cocon-outgrowth hillside of the Mt. Bullagao.

while it is true that Luna, Bernos Valera and Bersamin benefited much on Cong Chito s death, it is not conclusive that they are the real perpetrators. As we all know the most powerful or influential seat in Abra is occupied by his own brother `Takit` which seems to be the best benefit of Cong Chitos death. Does it mean he has participation? No one could really tell that these families will be benefited. It is just a fortune. If the former gov. have nothing to do with it then there should be no strong evidence for him to stay behind bars. He should have been freed. Let us just hope justice will be served well.

May I start with this stattement for the BETTERMENT OF THE

PROVINCE OF ABRA.

Speaking as EXPARTRIATE, I honestly believe the END of

PURE ILOKANS as political leaders of the province has now

arrived.... (Pure ILOKANS... since 1902- Villamor, Borbon, Older

Bersamins-Longino & Dr. Luis, Sr, Virgilo/Bievenido Valeras,

Paredes/ Pepito Valera, Barbero/ Dr. Seares ....

they have left their MARKS/ LEGACIES to the people

of ABRA).

It is high time for TRUE TINGGUIAN with "IMPECCABLE

CHARACTER" to lead the people of the province, this yr. 2012.

Misters . Palpalatok & Arado, I'm certain that the two of you are

TRUE TINGGUIANES with impecable character

( meaning.....faultless, unblemished). In my book, you may qualify

to lead the people of Abra. Unfortunately, I can not vote for you

(I'm a US citizen).


Please Kababayans allow Col. Roberto Soriano and his Co-Agency perform their work to remove the errring govenrment officials from any corner of the province including the capital of Bangued when corruption and ill-gotten wealth is proven under the law.

Justice might not be swift but it will come. COl. Soriano will not

let us down.

By the way, does the Government officials, (Cong./ Governor, Vice Gov. Mayors, Vice Mayors, Councilors, etc.) ever pay income Taxes?

With due respect Dr. Tuason i have been thinking to run for public office but the way i see politics in our province is not the type i like, people are not yet mature to know what politics is all about, let me tell you that for me being a true and honest abrenian my main purpose in the future to run for public office is to serve the people to the fullest and not to corrupt our poor province unlike what the present polticians is showing us to this moment.

I admire you for trying to help !! maybe someday people and the politicos will learn from their mistakes, first they need to ask forgiveness first from the lord and by then they can be considered a true and not a false leader of abra.

On 1/2/2012 I POSTED a question (directed to members of the

Bar)...." Does government officials as required by LAW pay

INCOME TAXES??).

Two replies posted on 1/04/2012 came from Misters Palpallatoc

, and a person with an alias named 'Yes. Dr', both agrees that

ALL Filipino citizens must file INCOME TAX RETURN and if they

seek goverrment positions they also file their "ASSETS AND

LIABILITES", and NO EXCEPTIONS.

My next question also directed to the members of the Bar.....

"HOW STRONG AND EFFECTIVE does the PHIL BUREAU

OF INTERNAL REVENUE (BIR) is in enforcing its LAWS"??).

Accordingly, all FILIPINO CITIZENS, that includes Government

Officials .... CONGRESSMAN/ LADY, GOVERNOR,

VICE GOVERNOR, MAYORS, VICE MAYORS, COUNCILORS,

ETC. Many of incumbent government officIals could be in

violation of the INCOME TAX EVASION LAW OF THE BIR.

INCOME TAX EVASION IS A SERIOUS OFFENSE IN THE

USA...

PUNISHABLE BY IMPRISONMENT FOR SEVERAL YEARS

AND MONETARY FINE. THIS IS ALSO TRUE IN THE PHIL.

I SALUTE YOU JUDGE LUCAS BERSAMIN!!!!......i do hope and pray u can right the wrong that had been made....ever since i was young, and vicsyd was already been a leader, i admire him so much of his leadership....he has proven it that he is in promoting for peace with the late Cong. Chito Bersamin....there were killings as well but was not as serious as this era now....that even here overseas, fellow ofw's voice out their fears even just hearing the name of our province......one comment i have receive once when they asked me from where i am in the philippines was...."nakakatakot sa inyo...mas madali pang pumatay ng tao kesa sa manok....naiisip q lang if panu nabubuhay ang mga tao sa inyo ng hindi nagaalala na baka sila ang sunod na mapagdiskitahan at kawawa haharapin na si san pedro....".....

Associate Justice


Justice Lucas P. Bersamin became CA Associate
Justice on March 10, 2003 after serving as RTC Judge in
Quezon City continuously since November 5, 1986. He is an
Ilocano from Bangued, Abra, where he was born on October
18, 1949. He is married to Aurora A. Bagares, who manages
the family business based in Makati. The couple have 3
children, the eldest a practicing lawyer, the second a
mechanical engineer, the third a registered nurse but taking
Medicine at PLM, and a ward, taking Nursing.
After completing high school at St. Joseph Seminary in
Abra in 1965, he entered UP Diliman, graduating in 1968
with an AB Degree (Political Science). He finished Law at UE
in 1973 and placed 9th
in the 1973 Bar Exams, rating 100%
in Criminal Law. He practiced law from 1974 until 1986.
In 2000, the Chief Justice Fred Ruiz Castro
Memorabilia Commission awarded him for the Best Decision
in Civil Law and Best Decision in Criminal Law, the only
time that both awards were won by the same judge in the
same year. In 2002, he won the Chief Justice Jose Abad
Santos Award as Outstanding RTC Judge of that year. He
has taught Remedial Law at Ateneo and UST and has been a
Bar Reviewer of UST, UM and Cosmopolitan Review Center.
He wrote a book on appeals. He is a professorial lecturer of
the PHILJA, UP Law Center-IJA and MCLE providers. He

Fellow Abrenians

My previous posting I mentioned the year 2012 is

the year of TRUE TINGGUIANES to show TRUE GRITS

in leading Abrenians in the next elections. Many people

came out and professed as TRUE TINGGUIANES with

impeccable character.

THESE ARE INTELLIGENT LAWYERS.... I wish to say

something about each...

Lawyer (A) : He admitted to be in his 'prime' and has

accumulated enough wealth that he can afford to stay behind

the curtain/ scene and let politics go by and not to get involved.

Lawyer (B): He wants to be the savior of Abra. To get involved

in politics when the cloud of disarrayed political atmosphere has

cleared.

Lawyer (C): He like to accuse Gov. Takit for using government/

people's money in building houses in Penarbia and Antipolo, Rizal.

This lawyer... know better than accusing people based on

'hearsay'' evidence is inadmissible in a court of law.


For the sake of argument... I believe Takit and wife Ruby while

employed in the U.S. for several years , they invested their hard

earned money ( just like I did... earning as a Surgeon). I also

believe that a portion of their savings was placed in a Bank to

earn 3 to 4 % interest per year. With Peso --$ exchange 4 or 5

to a $.

A final statement : the burden of proof rest on the shoulders of the

accuser... TO THE ACCUSER... present your

documentaton /evidence that Takit DID NOT invest his money

and put in the Bank. He took with him a portion of his savings

before he left for the Philippines.

I was in Bangued in 2005 (my last visit). he was supervising the

construction of his Commercial Building located at the

Purugganan/ Bersamin ancestral property. He did a good job on

the commercial 2-storey building and I hope Gov. Takit shall

put the same effforts and enthusiasm on the construction of the

ABRA MEMORIAL MEDICAL CENTER.
