Happy Holidays to all members of this site. I am Robert Soriano, the Chief of the Task Force Abra and I wish to communicate with you thru this forum or privately. I know you are fed up with the peace and order situation in Abra. Part to be blamed is the law enforcement agencies which the PNP belongs. There are so many dysfunctions in terms of practices in violation of existing PNP policies and regulations which were passed on to the present. The police is supposed to be apolitical but some allow themselves to be partisan and become blind loyal followers of some elected officials. This is also complicated by the non cooperation of the community and perceived animosity among some elected officials. The officers of the Police Regional Ofice -Cordillera (PRO-Cor) through the leadership of the new Acting Regional Director (ARD) PCSUPT BENJAMIN B MAGALONG are aware of such situation. This is why the ARD is engaging the different political groups and the supposed to be stake holders/neutral group which comprises the students, youth, academe, business, tribal, and religious sectors to a seriis of dialouges to just to establish rapport a prelude to confidence building since there is a need for every one to know the issues and concerns and resolve it thru dialouges. This are just the initial phases of the ARD's 4 phased process of conflict resolution we hope for a lasting long term solution for the "TALNA KEN KAPPIA TI ABRA". We tried so many tactical solutions but still we fail in the long run. The solution will come from the Abrenios yourselves. We have to be partners.. The community, LGU, LGA, NGO's and the law enforcers. .. We, the officers and men of PRO-Coc are trying our best to make changes.. This also to inform you that the ARD has convinced the political groups not to intervene once their allies/supporters are arrested with their firearms. This I manifest that nobody from them intervened during the several arrests and confiscations for the month of December. All of the cases were filed in court and the firearms were subjected to ballistics test for further cross-matching to the ballistics records of those that were used in previous shooting incidents.. We hope through your cooperation, the elusive Peace will soon be realized in Abra!!! We welcome any suggestions or comments that you think may improve the services of the Abra PPO especially the current peace and order situation in Abra. Col. Roberto Soriano, where you came from in Nueva Vizcaya it is a peaceful place and police officer are well respected, because those officers are very helpful to the people they served, while in Abra it is ironic, police officer favor only a few at parang asong marunong kumilala lang sa amo nya and to hell sa ibang tao, at meron na kaming experience dyan, pag nagreklamo ka sa police ikaw pa ang pagagalitan not unless you somebody higher then them. Col Soriano is just asking for some suggestion. He knows very well what is our present situation and I think he can not solve our problem on his own. He had elaborated that there are problems on the police, the elected officials, and the residents or the common people of Abra. I do have the same opinion as his for I strongly believe We are the problem. In my own personal opinion we have to take a look at the very root causes of these problems. One I think is poverty. Most of us is striving for survival. what ever the price of any undertaking as long as they have something for their ailing stomach they will go through. But I know also that solving poverty is not the immediate solution but we have to take into account about poverty. Col one way maybe is to classify the partisan and the objective or nonpartisan police and choose among them who will help you in your task force. i heard a lot from the pnp how col soriano is doing as taskforce chief if im not mistaken he assumed only as taskforce chief when then col soria was relieved as taskforce chief either by political reason or by promotion? col soria is now a general despite a case was filed at the ombudsman by the group of bernos. accordingly col soriano and pd lagiwid are not in good terms because of some decisions made by pd lagiwid to accomodate some requests made by cong joy related to the reassigment of police officers and non filing of cases whenever goons allied to bernos were apprehended. col soriano is very much affected the peace and order situation pero as you said fellow abrenian he cnt do it alone he need our support and he needs a backer in malacanan to do his plan. kc mga politiko dito pg d nila kaya ang official dito takbo cla sa manila parang batang susumbong they do not realized sarile nila nasisira kc problema ng abra ipasolve pa sa iba.and isa pa d mafeel na meron gobernador sa abra kc once a problem like this he is very dependent to somebody either his wife or his brother lucas. awan 12/29/2011 00:51
