Kabaranggayan...

Sir:
Re your article dated 11/04/11,
about 'stop mining exploitation in the province and problem with DENR...

It is a common knowledge that the Head of the DENR is a Presidential Appointtee and as such, he/she acts under the directive of the President.

The Government of President Arroyo issued the 'Mining Revitalization Program' which encouraged further entry and operation of large-scale Mining Establishments. Several large Mining Co.took advantage of this law and put up mining claims in many communities in the Cordillera.

Almost all localities of Abra are appplied for mining claims.

HOLLY Palileng! Almost all localities of Abra are applied with mining claims? They are digging the entire Province unmindful to its devastating effects? This can't be true!
It's not written, therefore it shall not be done!
In our defense, we must arm all barangays with bolos and attack our valleys and mountains where the buried treasures of Yamashita could be found. If luck is in our side, hide them where the government thieves couldn't find! The poor abrenians will be benefited first in this "ABRA GOLD RUSH' before anybody else because without question it has been our land since time immemorial.
The proceeds (after secretly deducting something we could spend for our children and for the purchase of metal/gold detectors) will be used to finance our battle in Congress necessary in the immediate reversal of this "Mining Revitalization Program". It's a fierce battle where whether we like it or not, we face the giant local/foreign investors who are already masters of bribery in the guise of political contributions or lobbying expenses.
Another option is to drag our Congresswoman to fight for us or BULABUGIN na diay Congreso and encourage her peers to join her because it's not only our province to be affected but their respective provinces as well if the said Program will be in full force.
The whole Philippine Island will be totally erased from the map of the globe, faster than blink of an eye based on the gravity or extent of the floods we just suffered recently. Her colleagues must show patriotism for the first time in their lives, otherwise we will hold non-stoppable rallys/demonstrations and do the "PLANKING" if necessary where the whole world could see us and feel our dilemmas.

What country will adopt us then? Neighboring countries are too small except China which is overly populated. If ever this Mining Program continuous unabated, Lord forgive us for they don't know what they are doing!
I assumed that not only Abra was covered with this out of proportion mining claims but the whole country. Because of greed our souls had been sold to the devil and I think the only hope remaining is for President Aquino to scrap this kind of law/program thru the initiative of our Congresswoman and the different NGO who never stop in depending the poor and helpless.

Madame or Sir:
Thank you for your comment...very sorry
I can not answer you in Ilocano. I'm rusty in the dialect.

'z' as in Tuazon was never used by my distant ancestor, Don Antonio Tuason.

'Idi Ubingac' you said (when I was yet young... must be in the early late '40 or early '50...when my older brothers Meno and Moises got involved in the logging business. Mind you, it was all legal. Please check the Bu. of Forestry record.

When Dr. Luis F. Bersamin, Sr. the first post WW II Governor of Abra, (father of the late Cong. Chito and the incumbent Gov. Takit) wanted the first Provincial Hospital built, his legacy/gift to the people of Abra, he asked my brothers to 'bid' for lumber which they provided. The provincial hospital being a government project and all such big projects of the government must be done by 'bid' process.

I want to interject at this moment and time that the history of Bersamin is not finish but continously being written by did, good/bad. I hope more of the good ones.

Speaking of good 'did' by the family
Bersamin...let me bring you back to the early '20. The municipality of Bangued wanted acreage to build the highest learning institution in Bangued at the time...the Abra High School. My grandfather, Don Honorio Bersamin donated hectars of his land west of Bangued where the School and athletic field now located. The donated land has decreased in size compared to what I could remember,in 1936. (I noted in my last visit in 2005).

Another Bersamin who have left his gift/legacy as Mayor of Bangued, is Don Longino F. Bersamin, grandfather of Gov. Takit...in the late '20 and early '30 he served the Bangued folks two terms.

That is not the end of Bersamin accomplishment...I'll bring you back to the late '20 and early '30, another Bersamin... Don Longino F. Bersamin gave his mark/legacy to the Bangued folks... by giving them "pipe-faucet water delivery system" for every household in Bangued. Don Longino is the grandfather of Gov. Takit.

Guess where the water supply originated
from ...the Lusuac Spring through the generosity of the Villamor Family...the owners, Don Ignacio (first Filipino President of University of the Philippines and Don Julio Villamor Borbon, two time Governor of Abra, Appointed Governor by US President Francis Burton Harrison in 1917 and elected for second term in 1922.

The crystal clear water of Lusuac Spring
was given "free" to the people of Bangued.

To be continued.

populated Bangued in the 16th Century when the Spanish Government opened the province of Abra for immigration...people from the low-lands to the mountain ranges of Abra.

Fellow Abrenians:

I do not claim to be the historian of the entire province of Abra. I only know what I have gathered in the search of my FAMILY ROOTS.

Before my older sister Raquel died, she told me rather commissioned me to write our family history. She said, "Leo, leave a small note in your compendium stating that our family Tuason has taken roots in Abra sometime ago".

In my digging of my roots, I came across
the names of Villamor and Bersamin. Thus, their contributions to the people of Bangued and places where they have served as public servant are mentioned
in previous comments I made.

What transpired in the province after I left Bangued in 1955 for the USA is not known to me.

E-net reader Jerry, you must be a Villamor, what branch? I hope you carry a good dominant Villamor DNA. I'm interested to know more about the Lusuac source of water supply of Bangued.

Abreneos, please return to the topic of 'Pollution of the Crown Jewel- Abra River'.

Thanks: Dr. Tuason.

Addendum to my previous comment:

In answer to Poor Citizen...who wanted to know the early politics/economy of the province. His fear of the province being submerged by the effects of the
most destructive industries...logging and mining.

Mind you my fellow Abreneos, what you're about to read is my own version, my honest opinion, my side of the story.

Where do I begin...yes, lets start at the beginning.

Abra being a sub-province of Ilocos Sur
(Spanish Era). Vigan, or called 'ciudad de Fernandina' was the most advanged- sophisticated commercial site/place in the Northern Luzon at the time.

The Villamor and Bersamin families originated from the coastal provinces
and met at Vigan. Here, these families met the Tuason business enterprise headed by Don Roberto Tuason, direct descendant of Don Pablo Tuason (who first established the Tuason Business in Vigan).

Cultural differences among the inhabitance determines who stays in a location (example.. Bangued) or leave and settle in new locations.

Sir or Madame:

How close are you to my home...the Ancestral Tuason Estate is located at corner of Bowen and Taft Sts. Zone 6, Bangued.

The subject on culture differences of population is a huge topic to discuss.

Re cultural differences of the population... According to Archilogical
diggings, American Author Scott mentions 'Igorotes' artifacts in the province of Abra.

Igorotes are pre-historic (before 2000 years ago) migrated from Indonesia and nearby islands. The Spaniards called them 'igorotes' because they decapitate people they vanquished in battle. They were people who were not oriented to flat land agriculture.

ENTER the Tingguianes' the new wave of migrants from islands of Malaysia' people from the southern tip of mainland China, Thailand, Vietnam, Laos and people around these region...with their more advanced culture introduced agriculture in the fertile valleys of the province.

These new arrivals crowded the igorotes who moved to the high mountains, of Abra, the Mountain province, Benguet where they created Rice Terraces in the high mountains of Abra, Malibcong of Mountain Province and the famous Banawe Rice Terraces of Benguet.

ENTER THE ILOKANS...centuries later came another wave of people with more advanced culture they were from the coastal regions... the Christian ILOKANS ...intermarried with tingguianes. Both cultures of the Ilokans and Tingguianes stayed in the province and flourished...this is during end of Spanish Era and early American Era.

Anyone wanting to know about the race... please contact Gerry Briosos who lives in QUAOIT.

Dra. are you the daughter of the late OSCAR or his younger brother late INTON VALERA?

All Valeras I BELIEVE are related (I'm reffering to early migrant Don Leocadio Valera, the earliest progenitor of Valera Family Clan of Bangued).

Likewise, the earliest progenitor of Bersamin was Don Honorio Bersamin: that of the Villamor was Don Blas Villamor: that of the Tuason was Don Pedro Tuason.

Therefore, if one traces the origin of the family line by the DNA typing it will lead to the first Progenitor!!!

I beg you to continue relaying our historical background which might awake their blood and form a strong bond among themselves to fight what it is right for their future. After all, we are immigrants from different countries and not just emigrants from the different provinces for the real abrenians were the Igorot tribes.
We could only be called as true abrenians if we were able to preserve our borrowed natural resources in good shape before the next generation will take over. Hopefully, they could restore it to its original state instead of mis-using and over-using it like what we are doing. Don't we have just a little self-respect in order not to be blamed later by the next generation?
That's why it is so important for them to know their real roots, that they will be inspired to protect what's already theirs otherwise, the Igorots might come back and claim what rightfully and historically theirs (I'm just kidding) like the Spratly Islands.

Continuation: on the subject of 'Sustainability' as applied to our lives.

It means to be able to keep going or able to endure in such a way that life on earth endures on its future providing for the needs of all.

The best definition I came across is...
'to meet the needs of the present without compromising the ability of future generations to meet their own need'.

The principles of sustainability is
very much applicable to the preservation of our Natural Resources.

Fellow Abrenians will help me apply the principles of 'Sustainability' on our society of life.

Principles are as follows:
1. Respecting and caring for the community of life,
2.Improving the quality of human life,
3.Conserving the earth's vitality and diversity,
4.Minimizing the depletion of our non-renewable Natural Resources.

I'm glad someone brought out the name Botos Tuason. Yes, he is my nephew doing a business...making use of darat (sand). He gathers darat from the Calaba River and makes 'hallow-cement blocks' for home construction.

Another nephew of mine who came into this thread his nsme is Menardo who is married to a nice tingguian descent lady whose parents are from Pidigan.

They are sons of my late brother Meno who tried POLITICS but only reached the level of PROVINCIAL BOARD MEMBER in the
'40 and early '50.

The Tuasons are not POLITICIANS...but more adept on BUSINESS handed down by their distant Tuason ancestor Don Antonio Tuason a Chinese trader who hailed from Fukien a province of China who settled in Manila and got involved in the Manila-Acapulco Gallion Trade (Spanish Era).

I would like to remind nephew Botos not
collect sand close to foundation of the CALABA BRIDGE lest such activity might interfere with the integrity of the bridge. Stay away from the foot of the bridge. Collect your sand/ darat far away from the bridge.

By the way, Sand or darat is the end product of chipping of stones as it rolls down stream... these small chips are brought down by the water (Abra River) and deposits them as sand or darat in a level areas without disturbing current flow like.. Calaba area, San Quintin and to the Estuary of Abra River at Banaoang.

Botos, did you 'bid' on the hallow-cement blocks consruction of the new Hospital? Your father and brother Moises who were in logging/lumber business after WW II were asked by Gov.
Luis F. Bersamin. Sr. to 'bid' for lumber for the construction of the first Provincial Hospital. The Tuasons won on the bid.

This is to remind Abrenians that all Government projects MUST be
done by 'bid' process in fairness to others. 'NEPOTISM' has no role in a healthy government as emphasized by my cousin Gov. Luis F. Bersamin,Sr.

He didn't seek his second term because his legacy to the people of Abra the 'first Provincial Hospital' has been achieved.

Now we shall return to the topic of POLLUTION of the Abra River. I'm asking my nephews to join with the rest of Abrenians in the search for a solution.

The premise or basis of argument:...

That four provinces (BENGUET, MT. PROVINCE, ILOCOS SUR and ABRA) have physical contact with the ABRA RIVER (as border river/ body of water) or receives wastes of any kind from these provinces via tributaties,creeks/waigs.

Question: Are the 4-provinces obligated to keep the natural integrity of the Abra River?

I was so ignorant on my assumption that since the big mining operations are in the upper provinces, toxic mineral chemicals will not affect our river/tributaries and farmlands. But no, because said agents of destruction flushed to our river thru our farmlands during rainy days and contaminate or poison everything on their way to their final destination.
The integrity of our ocean is likewise in jeopardy if our lawmakers will not trash our prevailing destructive mining laws and always accepting smilingly political contributions from the greedy capitalists/politicians.

your assumption is wrong but you are not IGNORANT.

SYSOP, there are more farmer Juans out there who need our help. Please look in your desk for the letter I sent you via US Postal Service dated Nov. 20th with the drawing/illustration of "Abra River & Potential Sources of Pollution". This drawing when posted will surely help many especially students, the young ones.

Farmer Juan, you are certainly right that the mining sites are located way up in the mountains of Benguet in a higher elevation and the farms and communities are in lower elevation.

NATURE (GOD's design) had it made, so that water/river originating from higher elevation flows/ courses down to lower elevation (into the sea or ocean).

Therefore any 'WASTES" or toxic materials/ contaminants carried by the water ways like creeks or waigs,
tributsries of rivers could contaminate or destroy along its path as it passes through your farm or community into the sea/ocean.

More to Follow:...on "wastes", lawmakers, politicians, capitalists. etc.

Addendum to my reply to Farmer Juan:

Juan, please follow with me. we are now
entering a most interesting, thought-provoking aspect of Pollution of the "RIO GRANDE DE ABRA".

Pollution or disturbance of the natural integrity of a body of water (Sea/ Ocean, Lake, River/its tributaries, Creeks/Waigs... may be caused by ANY FORM WASTES.

Webster definds "waste"... as applied to pollution... are objects/ materials that are polluting the water-ways...like garbage, refuse, trash, animal/ human excrements,farm-ferilizer/pesticide-herbicide over-run, dregs/sediments from mining establishments (corporate or small- scale miner).

Yes, Juan even you as a farmer, if you
over use fertilizer/pesticides/
herbicides in your farm...after a heavy rain...it may cause run-off from your farm...you contribute to the pollution of the river.

We are here to LEARN, so FARMER JUAN stay with me.

FARMER JUAN, you and I will take a ride on a bamboo rakit,5-large bamboo strapped together side-by-side held by a rope made of rattan (another type of bamboo} strips. and the rakit measures 20 ft. long.

YES, JUAN, our province is famous for having several varieties of bamboos that my nephew Gov. Takit (I hope he is reading the ABRENIAN WEBSITE entries) has a project I heard of establishing schools in the highlands of the province for cottage-home industries one is for weaving bamboo strips into marketable items like lady's hand bags, back-packs (comparable to Hong Kong made) and many more items.

yes JUAN, your kababayan- Abreneos are CREATIVE people. These items are brought to the USA outlets at WAL-MART or NEW YORK MACY or KOHL or even at SEARS thereby putting our people Abrenians to work and increase revenue for Abra, each person earnlng a decent income and put an end to the hiring of workers to work for Corporate Mining Co.

You see FARMER JUAN, without people hired to work in the mines, the mining establishments can not FUNCTION... thus its one way of iliminating the most destructive industies there is... eradicating the most despiteful pollutant of our RIO GRANDE DE ABRA.

Back to the Bamboo-rakit. This is the same size rakit I used in the 'feasi- bility study/trial' in 19567 when I came home to Bangued to visit my ailing mother (I was then in my early years of Medical training in the USA).

The feasibility/ study/ trial objective was to find out if by using the 'bamboo-rakit' we can nagotiate the Abra River from Calaba (Suburb of Bangued,I could have started up stream at Manabo but my stay in Bangued was limited, I had to return to the STATES) to Banaoang(Ilocos Sur about 30 nautical km. at the estuary of the Abra River as it exit into the South China Sea).

My late brother Moises, nephew Ben Tuason, and hired 2 teenagers helped me in this trial. The 2-teenagers paddled the rakit and I am in the middle
of the rakit, giving directions and taking notes.

To make the story short... the feasibility trial was successful... and that was how I formulated/created the ABRA RIVER CLASSIC RELAY RACE.

FARMER JUAN, are with me? We shall start this journey... you at the front end of the rakit and I paddling at the other end both facing forward... floating on the Abra River from the municipality of Tubo, the first town of Abra at the boundary of Ilocos Sur.

Yes, I am with you doctor, just you and me floating on the Abra River hoping and praying that the mining applicants/licensees will provide us some of their basi and barbecued palileng for our lunch. Of course, I'm just kidding so that we will not get bored on our new breath-taking adventure.

Farmer Juan:

The trip wiil be a breath-taking adventure I can assure you but before we put our muscles to work on the paddles, I have to explain few things for my son in Michigan....your words like:
Basi...is a fermented sugarcane juice. The juice is placed in a large
ceramic jars and put inside the jar certain leaves ( I don't recall) and allow to ferment for several months...
the juice turns into something that
has certain percentage of alcohol on it.
and at this stage, if the liquid is added with additional ingredients ( I don't recall these ingredients) it beomes...
RUM (higher % of alcoholic content).

Palileng... is an small 3-4 inches fish
dark in color, native/ indigenous to the Abra River. Barbecued palileng when mixed in the recipes of 'dinengdeng' or
'pinacbet' it beomes the best 'ilokan-tingguian food' there is.

Before my cousin Dr. SIlverio Bersamin died, high-officer of the Phil. Bu of Fishery, I asked him if there was ever a project of the Bureau of Palileng propagation and artificially raising it... yes, he said but unsucessful... not enough funding from the National Government at the time. The raising of BANGUS (another fish) was the vague at the time, supported by the
many congress representatives of the provinces surrounding Manila... The research on Bangus took priority.

Now FARMER JUAN, we shall continue our journey aboard a bamboo-rakit over the Abra River starting at the sleepy town of Tubo.

Dr Tuason and Farmer Juan: Now you are talking specifics. Would be nice if you will really follow-through with this idea of taking the rakit downstream, starting from where Abra River enters and where it exits the province of Abra. Take a video of the physical characteristic of each segment in the river. It would really be helpful if you could get measurements as you go along but that would probably be asking too much. But for the first step, a reconnaisance rakit trip would indeed be great. My personal observation when I went home in March 2010 was that trash was by the river bank downstream of the bridge, barat was not as plentiful compared to what I could recall when I was growing up, and evidence of erosion could be seen everywhere. It may very well be the result of building the bridge. Good luck to both of you. I hope you will really do it!

ENGR. GRACIA, thank you for your recent comment. Your trip to Abra on March 2010
has given us current information of our province. You mentioned take Video-measurements of what? and evidence of erosion.. where?

I'm inviting you ENGR. GRACIA and one abreneo companion to join us in the
trip. You and companion will be on a
similar bamboo rakit.

The third bamboo rakit shall be boarded by Abrenian Entrepeneur Freddie Bobila hopefully able to invite his niece Dr. Ann Marie Leung, Head of STARM Organization.

Participants riding on the rakits and audience shall be able to throw questions at each other during the trip; and at the end of the jouney we might have the solution to the Pollution of the mighty ...RIO GRANDE DE ABRA.

I'm callling on you my friend Freddie Bobila to pls. contact your neice Dr. Ann Marie Leuong to come forward and participate in this Abrenian.com FORUM.

Videotape along the banks, the river, houses, household trash, the gravel, the slime, the rocks, farmlands, pig sties, sewage drainage, flora, fauna, ANYTHING that you see along the stretch of the river. Evidence of logging, erosion, exposed soil, ANYTHING that might help us determine the existing physical characteristic of the river. Make measurements for depth, width, note date, air and water temperature if you can. pH would be great. clarity, floating debris..take notes.

Thanks for the invite. Should I bring my tent and sleeping bag?

We are all here to LEARN... I earnestly encourage members of the younger ones to throw questions and paticipants will
gladly give answers...

Here is one to ponder at...Tubo located
at the southern tip of the pvovince of Abra, at the border of ILocos Sur.

Which province has a natural claim for this tiny town Tubo... During the American Era, the authorities have found that the Province of Abra has an inherent claim to Tubo because the people populating the area are of the
tingguian Kankanay tribe ( Gerry Briosos who is residing in Quaite, if you're listening, Please help me on this issue). So, therefore Tubo was annexed to the provinvce of Abra.

Addendum on the topic of Tubo/ Pollution of the Abra River.

In the year 2002, the Abrenians all over the world were invited to the first 'Ininiliw of Abrenians 'get-together' held in Las Vegas, USA, hosted by Organizers; Sheron Busuego Jones, Mercedez Valera, Engr. Victor Baula and Entrepeneur Freddie Bobila.

My wife and I attended the much anticipated affair. With me, I brought
a blown-out map of Abra and some pictures taken during my 1957 visit to Bangued.

I placed my self and the Map of Abra at the door of the Auditorium... and here to my amazement had witnessed many teenagers who approached me (all I believed were children born in US of Abrenian parentage... eager to know about the province Abra.

These US born young children wanted to know more about the birth place of their parents.. ABRA.

They asked me if I was born in Abra. Yes, I said, in Bangued many, many years ago.

They asked more questions. Their eagerness to know more about the province prompted me to devise a method
by which I can impart my knowledge on certain subject to the young minds.

The methodology I followed is 'dialogue exchange of ideas' between school teens whose roots and lineage are of Abrenian ancestry.

This was a 'MAKE-BELIEVE' dialogue between teen age from the municipalities Tubo, Luba, Bolinay, Bangued, and students from USA I created this scenario in 2003.

The format and exchange of ideas on the topic of Pollution, 'Fish-Kill' at Tubo was well received by e-net readers and critics.

I have to help them (young ones)...I told my self, but how? After the Las Vegas affair when I reached home in Indiana, USA, it was the same year 2002 , a hot issue was being devated in the Abrenian.com Website regarding the "FISH-KILL" on the ABRA RIVER at the municipality of TUBO'.

A big question at the time and more so now... who is causing the pollution of the Abra River thus creating the 'FISH-KILL' at the municipality TUBO?

I'm glad you came into this thread.
Pls. stay in this journey, you and the rest of Abrenians will solve the problem of Pollution of the mighty RIO GRANDE DE ABRA.

You will ride on bamboo-rakit ...and remember to put on your 'life-vest' whether you can swim or not and bring your camping gear as suggested by Engr. Gracia.

And off we go my friends, dig in your paddles and away we go.

By the way, may I interject here before we leave TUBO, the Fish-Kill that took place on the Abra River at Quirino, Ilocos, Sur was on 5 AM Good Friday on April 18, 2003 and Fish-Kill at Tubo occured on May 17, 2003. I want to bring the attention of the e-readers
and the rakiteers that the Fish-Kill
occured during summer time...when the river flow is slow, its dissolved Oxygen
content is at its lowest... Survival of marine life (fish) is critical.

Dissolved Oxygen in the water. is the amount of Oxygen in the water necessary
for the fish to breathe in order to survive on top of this the pollution added to the slow movement of the river and low dissolved Oxygen in the water...

Now my friends, we are tslking about 'wastes' as 'pollutants, what are they...

The most devastating'wastes-pollutants'
comes from Corporate Mining Establishments (considered in the USA the most destructive industry) who uses Mercury or Cyanide in extracting 'GOLD' from
the ore (soil). Mind you, the mining companies digs into the subterenian soil
several TONS of it..pulvorize and extract only an OUNCE of gold using gallons and gallons of Mercury or Cyanide in the process... what an insane undertaking.

My friends: Abrenians

Students, Agtutubo, Young ones.. future 'stewards' of the Province of Abra... joins us on this informative "MAKE-BELIEVE" journey/ trip floating over the Abra River on Bamboo-rakit...you as expectators (one who is looking forward to an event as about to happen or unfold).

Friends.. we are here to LEARN, LEARN yes to LEARN we MUST.

Are you ready?:

The incidence of Fish- Kill at TUBO in
2003, the people of the town was alarmed by the many dead marine lives ( dead fishes their belly up) in the river ... the incidence occured in the summer months of the year..April and May... at which time the current-flow of the river was SLOW, the VOLUME of water was low, and the concentration of 'DISSOLVED OXYGEN' in the water was at its lowest.

Dissolved Oxygen in the water is neccessary for marine life to breathe in order to survive.

Very few Marine creature survive the Pollution unsought (unasked/ unsolicited) for. Those creatures who survived "cling to dear life" burrowed themselves into the sand or mud like the eel/Igat, Cat fish/paltat,
frogs, palileng, and fish Campa. But the carps or sun/flat fish can not survive...all perished.

Add to this was 'POLLUTION or WASTES of any kind in the water (ABRA Rivver)...made it DEADLY to marine lives.

Yes the incident was witnessed by Abra Councilor Justino Belino... he reported the incident to the "PRESS". It was an honest mistake. It should have been reported FIRST to the Emergency Responder (ER) of the (DENR) Department of Natural Resourses... Land Quality Management...finally the Philippine EPA.
.
THE CHAIN OF COMMAND must be ESTABLISHEd on record and all these recorded facts documented on video or recording machines are set for deliberation and finally set for COURT ACTION.

I must emphasize that events as recorded
must be known by officers of the law so that 'wrong doings' by any one can be procecuted in COURT.

"NO ONE IS ABOVE THE LAW IN A CIVILIZED SOCIETY"

I hope talented members of the BAR are following us in the journey as expectators... these are talented Abrenian lawyers who will represent us
the ' Plaintiff/agggrieved members of society against the defendant-Pollutant
of the Abra River.

Ayy suggestions from the members of the BAR?

Nature Lover:

Thank you for your candid outlook of the entire picture of what I'm trying to project in this Forum.

My main OBJECTIVE is to change the political atmosphere of our province by EDUCATING the young-ones, Agtutubo- future generation... who will be the future leaders of the province... so they can return to a more civilized healthy political climate for their children.

Many of our friends like SABAS emphasizes the importance of education for the younger generation of Abrenians.

Some of our fellow Abrenians whose efforts to save our Abra River like RIO, WYSIWYG, the effort of Dr. AnnMarie Leuong of STARM (Save The Abra River Movement) and not to forget the the contribution by talented LAW-LAWIGAN... who gave us knowledge on the mining laws of the Philippines.

And who would forget the emotional article written by SALACNIB on "Stop Polluting The Abra River."

All Abrenians mentioned above including myself (Dr. Tuason)...believe in the solution of 'POLLUTION ecosystem PROBLEM
of the ABRA RIVER and the ABRA PROVINCE" By applying the strength of the LAW (NON-CORRUPT of the Government or Non-Government) of a civilized society.

All of these admirable-unsolicited
efforts will go to waste.

Sure, Abrenians who are ADDICTED TO POLITICS will continue throwing ugly-demeaning provokative words at each other, TO WHAT END.

Somebody provoke-aggrevate someone...it eventually enhances the title of the province the "KILLING FIELD OF THE NORTH (Northern Luzon)".

Sorry folks, you wanted to be entertained by politics, SO BE IT.'ll leave you to politics.

Before I exit this FORUM, I'd like to leave few things for you "POLITICALLY INCLINED ABRENIANS" to ponder at:

"WASTES" AFFECTING THE INTEGRITY OF THE RIO GRAND DE ABRA.
1. Dregs/Toxic materials from Mining
establishments, corporate
or small miners including native
miners.
2. Human/ Animal excrements or wastes
3. Industrial wastes
4. Run-off from Farms like over use
pesticides, Fertilizer,Herbicides

Lastly, today I mialed a registered letter to the Philippine Embassy in Washington, DC... to the Attache of BFAR
inquiring about the "LIFE-CYCLE OF FISH LUDONG".

Knowing the "CYCLE".. we could initiate the:...
1, Propagation /production of fish Ludong thus preventing its extinction, an endevor that the Bu of BFAR failed
miserably in the past several years.
2. And make "ludong" once more the "Fish Icon of the Province Of Abra".

Thank you for listening to me.

Good Bye.

On this topic "Impending Demise of Fish Ludong"

You PATER and your most trusted friends (and please invite

some) to join in unraveling (uncovering) the "Ludong Mystery"

and I, Dr. Leo Tuason shall guide you PATER and your trusted

friends how....

1. To prevent the extinction of the Abra Fish Ludong,

2. To propagate/ increase population of the same fish for the

benefit of future generations of Abrenians.

Friends, we must combine all three THEORIES together:...

1. GENETIC CODE... God given attribute to all living things/

SPECIES (animal/fish and plants).... its main

purpose is to SURVIVE.

2. MIGRATION theory... INORDER TO SURVIE, species

must search for FOOD.

3. DARWIN Theory of Adoptation... Specie must change

some of its external characteristics, like SCALES of

fish in order to adopt to the changes in the

environment, that is changes in the water/ river

created by.pollution.

I, Dr. Leo Tuason honestly believe that the SPECIE (Fish)

LUDONG belongs to a genus called "ANADRAMOUS" fish

like salmon. Passing from fresh water to sea at stated season of

the year and back to birth place (fresh water),

I propose this as the "LIFE CYCLE OF ABRA FISH LUDONG"

Allow me to trace the cycle..... Ludong is hatched in the fresh

waters of TINEG or MALANAS rivers, in the uplands or

surrsurong of Abra. (I want you ro recall in my previous postings,

my late brother Moises traced the trips made by father during his

political campaign in the sursurong with Don Quintin Paredes in

the 20' and 30').

These fish are hatched in the RIVER TINEG are now

called 'fry'...young fishes. They begin to transform

as they grow into "fingerling" (the size of a fiinger)... they would

have consumed the available food in the river.

So to survive, they must MIGRATE during the right season of

the year to the SEA (South China Sea). where there is

abundant food and here they continue to transform into

adulthood and sexually matured.

At this stage which probably takes several years 4 to 5 years

to reach maturity at he right season ot he year, the Ludong now

sexually matured return to its BIRTH PLACE in RIVER TINEG

or RIVER MALANAS for rhe female Ludong to spawn

Meanwhile the male Ludong following the female as they both

travel to the upland TINEG River as the SPAWNING GROUND.

PATER and friends, are you with me? Please stay in this thread.
.

Instinctively to return to their Birth Place, the fish Ludong

navigate themselves by the aid

(scientists claims magneticfield and fish inherent sense of smell)

Continuation of the Life Cycle of Fish Ludong:...

The description herein is for the Ludong found in Abra.

The after the spicie's eggs are hatched as 'fry' begins the natural

transformation and development/growth into ' fingerling'. This begins

MIGRATION THEORY ( in search for food)

The ludong at sea transforms from 'fingerlings' into adult stage

and probably in 4 to 6 years they become 'sexually matured'.

At a designated month of the year, Natures calls the spicies to

perform the stage of ' reproduce'.

Both Female and Male of the spicies takes the long trek to the

Birth Place River TINEG...the spawning site.

From the sea where maturation stage took place, they are

attracted to the estuary at Banaoang, Ilocos Sur. From here,

they assends into the upland of the province via the Abra River

passing through communties of San Quintin >Pidigan >

Calaba > Gaddani (Tayum) > community of TINEG... RIVER

where the spawnig ground is located.

The sexually matured female Ludong creates a shallow

excavation of a silected smooth ground area and deposits

thousands of eggs. The male then completes the process

of 'reproduction' by spraying its sperm over the eggs.

At a specified time, the fry hatches from the egg and the fish

begins its natural growth... 'Fingerlings'. When they reach this

stage, they needed more food... so begins the MIGRATION to the

SEA where there will be abundance food.

At sea the spicies group together in search for food.

I'm asking any Abrenian Fish Biologist out there to help us,

we need your 'input' on the subject.

Continuation of the Life Cycle of Ludong:

WHEN THE CALL TO SPAWN COMES.. as the school of the

species nears the familiar estuary, the Abra female ludong

followed by the male begins the upstream journey challenging

the flow of the Abra River flowing towards the SEA to their

ultimate SPAWNING grounds at TINEG RIVER, or MALANAS

RIVER.

Due to changes in TIDAL CURRENT, some of the pregnant

female ABRA might enter estuary other than The Banaoang,

Ilocos Sur / Abra River estuary, the urge to spawn is so great that

Cagayan River is as good as the Abra River to satisfy natures

design of completing the cycle.

It could be at his stage the DARWINIAN THEORY OF

ADOPTATION takes place.... the Abra female Ludong has its

own GENETIC CODE ( non-changeable). The newly hatched

'fry' young fish begins its transformation, the theory of

ADOPTATION takes place influenced by changes in

environment... temperature, pH (salinity/acidity) of the river

water, amount of dissolved oxygen and many more.

Changes on the growing fish are on its external characteristics....

changes on the SCALES (color - pigment, spots ), ventral/ dorsal

fins, tail.

When the fish reaches the stage of 'Fingerlings (finger-size) its

ready for MIIGRATION to the SEA.

The END

ADDENDUM to my posting on 1/26/2012:

Many Scientists are baffled on the Fish-Ludong, as to where they

come from, are these fishes the same as those caught in

Cagayan, Isabela, Neuva Viscaya or Abra.

My honest opinion (in my spare time, when I'm not cutting

people... you see, my trade or profession, I'm a SURGEON, I

spend my time in the LIBRARY).

EXTENSIVE READING had enriched my knowledge about

the Genus ANADRAMOUS Fish. The fish Ludong falls under

this category....

My readings establishes and I've arrived at a conclusion on

three THEORIES: namely...

1. Genetic Code theory

2. Migration Theory

3. Darwanian Adoptation Theory

Combining all 3 - THEORIES... we have the "LIFE CYCLE OF

FISH LUDONG".

Now we can...

1. Prevent its EXTINCTION.

2. People's desire to make Fish-Ludong as a 'Captive Fish' to

increase its population or propagate by artificial means.

Let's analyze each topic:..

1. Extinction of Fish - Ludong... decreases the population of the

fish could be by...

a). Over fishing ... in Abra, the use DYNAMITE in fishing.

Some people using Dynamite Fishing has the unmindful attitude

as to the bad consequences / effects to the future Abrenian

generation but still uses Dynamite for fishing. Dynamite

Explosion kills all living young and adult Marine Life within the

immediate vicinity of the explosion.

b) NON- SELECTIVE fishing, catching any size of fish by

using the "Rama' , strips of bamboo, put -laced together

creating slits allowing river water to pass through but retaining -

catches any size of fish. This rama or nylon fish- net strung

across the river catches fish as the water passes through.

c) Poison from certain kind of leaves ... for fishing, I'm not

familiar with this method.

Apparrently, the above methods of fishing will definitely reduce the

fish (Ludong) population, eventually total extinction of the

Ludong if these methods of fishing goes on continuously in years

unabated.

Prospect of Raising Fish-Ludong as a "Captive Fish"... a back-

yard industry.

How can human dudplicate the "LIfe Cycle of FISH LUDONG"

artificially?

Its beyond my comprehension. my friends Abrenians.

Why don't we allow Fish-Ludong continue what GOD-Nature

has given them ( fish) to remain a distinct spicie in our world.

It might be more profitable to raise as Captive Fish warm water

fishes like "TILAPIA" and "CAT-FISH" or even "SHRIMPS".

My fellow Abrenian, we must improve the natural integrity of the

ABRA RIVER, remove/ reduce the pollution of the river and if

there are DAMS on the river course... obstructing the passage

of Ludong Fish to complete their LIFE-CYCLE... these

obstacles... River DAMS specially along TINEG OR MALANAS

RIVERS must be removed.

The End.

Continuation on FISH-LUDONG:...

How do we increase Ludong's population?....by

1. Allowing Ludong to continue its LIfe- Cycle in the natural
way. (fresh water-TINEG/ MALANAS rivers- SEA- back to
fresh-water.

2. Facilitate MIGRATION of ABRA LUDONG by improving
the natural integrity of the ABRA RIVER (remove- or at
least discourage pollution). Remove obstacles to the
Ludong MIGRATION by elliminating already exisiting
DAMS on the TINEG/ MALANAS rivers.

3. Definitety prohibiting the use of destructive Methods of
harvesting fish... Dynamite, Rama / Nylon Fish
Netting, Poison

4. Controlled Ludong Method of Fish- Harvesting.
(this will be discussed under separate topic).

side and fish Ludong with HOOK- and LINE technique.

The CONCEPT that I propose is to create a businesss

atmosphere wherein local Abrenians offer their services to

visitors/ tourists like native foods, house accummudations

(supervised by the Abra Dept. of Tourism). THIS INITIATIVE

WILL ENCOURAGE THE PROMOTION OF TOURISM IN THE

PROVINCE THEREBY INCREASING THE INCOME OF THE

LOCAL PEOPLE AND REVENUE OF THE COMMUNITY,

THUS IMPROVING THE ECONOMY OF ABRA.

i just want to say that your efforts are not in vain, i am completely soaking in all these information and have the same desire to promote the wonderful treasures abra can share. my family comes from bucay area and i have been researching about the bamboo reforestration program to help my fellow townsfolk to create income and prevent flood from washing their homes away. if we, abrenians, can utilize our creativity and cultivate our entrepreneurial minds - we can definitely work together to create a better province and preserve what we love.

"JJ" your posting on 2/09/2012... has made me think that there

are Abrenians out there who wishes to create 'betterment for the

province'.

Sir 'JJ' your research on 'bamboo reforestation' intrigues me.

I have seen Bucay several times years ago. To plant bamboo

plants... as flood prevention thus preventing fllood washing homes

away.

Is there plants other than bamboo plants that can do better

job in preventing flood ? How fast do bamboo plant grow?

You mentioned about flooding in Bucay... is this flooded area

close to the Abra River? If this is the area you're talking about,

can you grow bamboo plants in this area?

Is it possible that you have in mind bamboo plants of

certain variety.

Yes, please 'jj' tell us more what you have in mind.
